Attached are copies of various pieces of Zeiss-Jena correspon-
dence relating to the proposed Soviet order for 15, 000 diamond dies, as follows:
a. Letter dated 28 Feb 52 from Peitscher, Zeiss Comm:xcia l
Division, to DIA-Feinmechanik-Optik, attn. Herr Adler, sharply pointing out
that Zeiss is unable to begin production of the above diamond dies until the
necessary raw diamonds have been furnished.
b. Note dated 28 Feb 52 recording a phone conversation from
Zeiss to Blaudzun, the assistant to State Secretary 1Junderlich of the DDR -inistry
for Machine Construction. The note records that Bl.audzun assured Zeiss that
Wunderlich had written a letter to tie SKK com.olaining about the - delay- in
the delivery of the raw diamonds to Zeiss.
c. Note dated 28 Feb 52 recording a phone call between Zeiss
and Lichtenberg of DIA-Feinmechanik-ootik. The latter stated that the Soviet
Trade Delegation had just~wittdn a long letter to 'runderlich containing various
vomments on the terms of contract demanded by Zeiss. The letter had not yet been
translated.
d. Note dated 28 Feb 52 recording a phone call from Lichtenberg
(see above) and Peitscher/Zeiss. The former stated:
1. The USSR wishes its raw diamonds replaced aftaar the first
instalment; DIA demands replacement only after the second instalment.
2. USSR wishes delivery of 1000 dies per month from April
through Ju, then 2000 per month July to December.
Zeiss replied it could set up no hard and fast schedule until production had begun,
probably in June. Zeiss also pointed out that production was dependent on the de-
livery of 18)000 raw diamonds and 12, 600 carats of diamond powder

(a.) Technical crnditions. Drosdowsky refused to change his position
regarding the condition that the cI es must be capable of taking 6-8 repolishings,
stating that he was under intructions to demo. r . this. He added ".hat urthe English
competitors" guaranteed 6-8 re ~olishin gs .
(b.) Delivery of ra. materials. "fir osdo;ssky stated. that he had available
6,80- raw diamonds, out c? uld not deliver them as agreed on 20 Fab. He undertook
however to deliver them on Feb without fail. It was learned at this meeting
for the first tii. ne that the Viet Trade Delegation is furnishing thase raw
diamonds on a loan basis, to be replaced by DIA:.
(c) Prices. The Soviet Trade Delegation bought its stones for 48 dollars
per carat (world market price 32 dollars. For this reason the exchange ,rranc ennnt
as noted above was made, since DIA could buy the diamonds elsewhere more cheaply.
T) A is to receive 129.20 rubles (clearing value of 32.30 dollars) for each diamond
die. The Soviet Trade Delegation is to lend to DIA 195,000 dollars for the
purcriase of 16,000 diamonds and 11,200 carats of diamond dust.
d. e. ?pelegram dated 18 Feb b2 from :inderlich to Schr;ade/Zeiss
stating he had just spoken vdth Tichenko, the head of the Soviet Trade Delegation,
who promised delivery of the raw diamonds in 2 or 3 days.
f. Telegram dated 18 Feb b2 from Lichtenberg to Zeiss announcing meeting
in Berlin on 19 Feb ;;2 re diamond dLe ontract.
g. relegraa from Zeiss to p.1runderlich complaining that the delivery of
diamonds promised for 22 Feb 32 had not materialized, because Drosdowsky was sick,
and that only he could release the diamonds.
