The Soviet note to the -estern allies proposing the conclusion of a peace treaty with Ge. ,y is another link in the chain of Fur-ian efforts to core to a s :tisfactory and final agreement on the Gerran problem, After the failure of a similar attempt a year ago,, which was a direct result of the breakdown in Paris of the Deputy Foreign t inisters a Conference, the Kremlin changed its tactical approach by ordering Premier Otto Grotewohl to invite the Bonn govern rent to send delegates to an " All-Germans' assembly which would consider the convocation of a peace treaty conference, This offer arreared to be fruitless. The initiative of the Soviet Zone governrent(DDR) was thwarted completely when it del declined to grant visas to the United Nations eom r-ission charged with the preliminery survey of opportunities f'or free and unfettered elections in the Soviet Zone. Despite their rejection of the comr'ission, Otto Grotewohi and Walter U' bricht reiterated their appe~.l for "All-German" elections in early January 1952. 2. Within e few sweets the DDR cabinet made a dramatic vclte face.
