in case of aggression, for the purpose of gaining time and maintaining
the continuity of the present state. The population is of the opinion
that such gue'illa warfare is doomed to failure because of lack of
cooperation from the people.
February 1952
In spite of all the efforts of the regime to get the population
on its side, the people are unwilling to collaborate with TITO in the
cold war against Cominformism. TITO can expect no support from the
people in case of aggression from any quarter, because the people are
convinced that taking active part in the struggle would serve only
to maintain TITO and his henchmen in power. The people are so
exasperated that, even though they are anti-Communist, they
would be disposed to accept a Cominformist regime rather than continue
'living under the present regime; even a Cominformist occupation would

in the area of NEGCTIN and ZAJECAR and in

equipped with well-concealed weapons$,and due to the nature of the
terrain the government authorities are uncle to take action against
them. Considering, in addition to the terrain, the nationalistic
sentiments of the people, it is easy to predict that the resistance
elements in these regions will have a good chance.
