As late as 17 Dec bl, Zeiss had been told by Director 25X1 suhling of the Kabelwerk Kopenick that such a contract was unlikely. 25X1 Zeiss received an inquiry Ifrom Daha-Feinwerk-Tecnnik regarding an order for lb,000 diamond dies for the USSR, including a request for 2,000 dies in 25X1 December ,1, Zeiss refused to onsider the latter order since it had cut drr its die shop to a point of insi gfif icant capacity (in view of a lack of contracts -nd the un- 5 `X 2 1 certainty of obtaining any raw diamonds). The following agreement was reached of requirements in all detail. 25X1 25X1 (1) Zeiss to receive (2) from Soyuzpromexport a written_ sta#.ertent Zeiss is to study all problems c?nnectect with resumption of the diamond die program. (3) Zeiss to decide hether or not it can accept the cs ntract. Peitscher lists the following notes as a supplement: (1) The total contract will be for 157000 diamond r'ies, .05 bore, vt th .a tolerance of only minus .00U mm. (2) The representative of Soyuzpromexport*does not know what material is to be drawn with these dies, but he is of the opinion that one-half is for soft--drawing and one-half for hard-drawing. (3) Zeiss would be expected to deliver lb00 dies; per mo~ith, and the total contract would have to be delivered during l b2. They are willing to adapt themselves to our ?ossibilities (capabiitties) with respect to the time when the first partial delivery is to be made, and with respect to the size of the first delivery. (4) The representative of Soyuzpromexport cannot give firm assurance of 25X1 supplementary contracts. Zeiss insists 25X1 25X1 25X1 25X1 25X1 25X1 that the final checks on useability occur on the Zeiss premises and reserves the right to reject stones which cannot be used. The stones are said to be of a weight of from .23 to .2b carats each. One- third of the total lot are to be turned over to us at once when the contract, is accepted. The rest would be delivered progressively. (7) Diamond dust and powder are also to be delivered to Zeiss. I t is assumod at Zeiss that the contract will be accepted.
