The contents of the tree* are as follows: Article I The namber of important air bases artillory, and infantry military-bases of the Chinese Commnnist forces will be increased. Soviets forces will be permitted to use more than forty percent of theme military bases. Dairen and Port Arthur will be. coded to the. 33R for use as Soviet military bases, and the general populace and political and sovial organizations therein will move to varioas areas if deemed necessary for military operations; also, the military munitions factories will be turned over to the management of the Soviet military commands. Article 2 Soviet Russia eill aid North Korea by supplying various types of airplanes, artillery, tanks, and so -forth, and, at the same time, will supply Soviet pilots for the Chinese and ? North Korean air bases with the proviso that they are supplied for participation in the Korean wer. Article 3 If necessary for oilitary operations, the general populace and political and social organizations, including Government agencies, factories, and industrial machines, will be moved to Manchuria from North Korea. Thus, all of North Korea will be used as a military base for the Chinese and North Korean forcemn, Article 4 Communist China will build a number of air force bases in China by thine 1952. .Forty poreent of all of the fall crops for 1951 will be sent to North. Korea as repidly as possible to provide food for the military forces and refugees in North Korea. Article 5 The movement of personnel above the rxn% of division staffelombare of the Chinese and North Korean forces and the planning of military operations in the Korean war shall be decided by consultation within the ,emietsChineses North Korean Joint Military Ccomitteo. This committee is stationedin Peiping but is to establish a mission to be sent to North Korea as soon as poosible.
