First, the city was divided into quarter sections-, each had a central headquarters subordinate to the citycs central Secretariat, Each quarter headquarters had under itse control all plants, businesses? school.$, hospitals, offices, labor Unions, and homes located Within it's area. Each one of the above named groups had, subordinate units known as Celle; each cell had a minimum of 10 members. Each member of a cell was con- eidered as a recruitin, agent for the Communist Party; it was their duty to re- cruit new manbere, and spread the Communist tieachings to those who do not belong to the Party, attend all. Party meeting (always during their free time) , organize Worker brigades, and etc. The central secretariat consisted of a 4 member committee, working on a permanent basis; each member had a different title Chairman (Predsed.a);. ,Recording secretary (Z4istno predeeda , Cell organizer (Uesitkar) f anC.
