Apparently there are three sections, headed by (fnu) Tempke,
(fnu) Jargensen, and (fare Schaeffer.
2. About three weeks ago Willi Stoph called a meeting of all heads of departments
and told them that the present purpose of the Miro far Wirtschaftsfragen was to
attend to all developmental needs of the various branches of the police, but

that within three months it would take over all of the procurement for all
branches of the police. Orders would be submitted by the B.f.W. through
the ministries to the industries concerned, which would in turn deliver the
finished goods to the B.f.W., not to the police.
3. Confusion and mistrust exist between the BBro and the ministries, since no
scheme of priorities seems to have been worked out so far. Because the B.f.W.'s
title ends with the words "beim Ministerprasidenten"? the Bare feels, and
the ministries fear, that it should have priority over the demands of other
government departments.
4. How the requirements of the B.f.W. are to be met financially is not yet clear,
nor is there as yet any indication as to at what stage in the transactions the
SOC considers it ought to be consulted or to intervene.
5. The officials of the Miro all receive their pay from H/Abt. I of the new
agency. They are now considered civilians, and not on detached service from
the Police.
6. Each official of the B.f.W. has been issued a new yellow pass, signed by
Steph, certifying that he is employed by the B.f.W. This pass permits entry
into any ministry or industrial plant.
