ENGINEERING MONTHLY REPORT
Paraguay Bureau
December 1982
1. Regional Engineerl and Mr. paid
a 3-day visit to the Bureau during the month. any points were
discussed and a priority project list drawn up. Copy will be sent
to FEB Washington.
2. All Delta multicoupler modifications were completed according to
instructions. They were set up on bench test for two weeks.
Headquarters will be advised of results before installation.
3. Our rhombic antenna beamed to Peru-Bolivia at Antelco site was
knocked down by a heavy wind and electrical storm on 14 December.
Bureau is using alternate Antelco antenna. Initial steps to fix our
rhombic antenna were taken with local company. Total cost will be
$ 2,500.00 with a 1-year warranty.
4. A failure of the emergency generator was again experienced on 23
December. During a commercial power outage the generator ran properly
for about 15 minutes, then its speed varied abnormally causing voltage
fluctuations which damaged the power supply in one Extel R.O. printer.
Service message PY 231154 was sent to Headquarters explaining this
failure.

PARAGUAY BUREAU OPERATIONS ATTACHMENT
1. On 30 November bureau reception of Tacna Radio Nacional relay of
Lima Domestic Service in Spanish ceased for undetermined reasons.
Reception problems until 5 December precluded radio coverage of Peru
through alternate stations. Cruising was begun to determine what news
programs could be heard at night from Peru. This effort turned up
a 30 minute newscast on Lima Radio Union at 0100 GMT on 6115 Khz;
a 30 minute newscast on Lima Radio America at 0100 GMT on 9510, 6010,
and 3240 Khz; and a 30 minute newscast on Tacna Radio Tacna at 0230
GMT on 9484 Khz. After 5 December Peruvian reception improved during
the day to allow coverage of Tacna Radio Tacna's hour long newscast
at 1200 GMT, but damage to the rhombic antenna at the Antelco site
again adversely affected reception after 15 December.
2. On 9 December Bolivian President Celso Torrelio Villa announced
the end of the compulsory official news network. On 10 December La
Paz Cadena Panamericana in Spanish on 6105 Khz was observed carrying
30 minute newscasts at 1130 and 1700 GMT. The next day,
11 December, a 30 minute newscast at 0000 GMT was also observed.
This has been added to experimental coverage. On 18 December at
0030 GMT the official network, La Paz Radio Illimani Network in
Spanish announced that as of that date it would broadcast short
newscasts every half hour from 0030 GMT on, the daytime newscasts
remaining the same. Cruising effort to determine what stations
join either of the networks has been hampered by the damage to
the Antelco site rhombic antenna.
3. A storm, with winds up to 140 kilometers per hour, on 14 December
damaged the facilities at Asuncion Radio Primero de Marzo, as
well as one of the bureau's rhombic antennas. Primero de Marzo
switched its normal 1100 to 0130 programming on 780 Khz to its
FM frequency of 97.1 Mhz. On 21 December Radio Primero de Marzo
resumed broadcasting on 780 Khz.
4. In response to a request by Key West Bureau observations were
made on Havana International Service in Guarani to Paraguay and in
Quechua to Bolivia, Ecuador and Peru. Havana International Service
in Guarani to Paraguay was observed on 15340 Khz at 2200-2300 GMT
with fair reception. Havana International Service in Quechua to
Bolivia, Peru and Ecuador on 15230 Khz at 2200-2300 GMT was observed
with fair to good reception while its Quechua cast on 11760 Khz at
1000-1050 was not audible.

5. Buenos Aires LA NACION in Spanish on 18 December reported that a
new news agency DIARIOS Y NOTICIAS SOCIEDAD ANONIMA, DYN was formed.
No information of when it will start operating was mentioned.
6. Buenos Aires LATIN in Spanish was either not received or received
with garbles for 51 hours 16 minutes during the month. As usual
problems in New York were cited as the reason.
7. Paris AFP in Spanish was received with heavy garbling for 1 hour
and 10 minutes on 17 December.
8. A sudden ionospheric disturbance, affecting frequencies up to
9000 Khz badly and moderately between 9000 and 11000 Khz, occurred
on 12 December. The SID lasted 1 hour and 40 minutes.
