'Dear Admiral Turner:
You are cordially invited to speak before the Fifteenth Annual Training Seminar of the
National Classification Management Society which will be held May 15, 16, and 17, 1979
at the Jack Tar Hotel, San Francisco, California. Several hundred men and women who
are engaged in the policy making and/or administration of classified and technical
information programs in government and industry will be assembled on this occasion to
discuss a wide range of topics affecting the National Security. The Seminar will
afford you a unique opportunity to present your views to a highly select and knowl-
edgeable audience. We appreciate that you carry especially heavy burdens at this time.
Nevertheless we hope that you will be able to accept this invitation. Alternatively,
we would be happy to hear from your personal representative.
We would like to have you make a presentation on the general subject of the impact of
Executive Order 12065 on the Agency and especially on its intelligence equities. The
presentation would: be at the 'luncheon on Tuesday, May 15, 1979 (about 1 p.m.).
Enclosed please find a "Speakers Information Sheet" which I would like to have the
'speaker complete and forward to Mr. Donovan as soon as possible. I have included
some background information on the National Classification Management Society in order
to better acquaint you with the aims and purposes of this organization. Because of
the shortness of time, I am also inclosing additional information concerning the
:Seminar and special programs associated with it. You are invited to be a guest of the
Society at all of the sessions, luncheons and at the reception on Tuesday evening.

FIFTEENTH ANNUAL NCMS TRAINING SEMINAR
JACK TAR HOTEL, SAN FRANCISCO, C.
15 thru 17 MAY 1979
FIFTEEN YEARS OF PROGRESS THROUGH COOPERATION
GQVERNMENT - INDUSTRY - EDUCATION
Without cooperation between those who prepare directives, those who implement them and
those who must follow them, there will be confusion and differences in interpretation and
application. The past fifteen years have seen giant steps taken in this cooperative effort
where discussion by knowledgeable principals takes place prior to the preparation and
publication of major policy and procedure documents.
To the furtherance of this cooperative effort, we dedicate our seminar.
