REFERENCE . Memoranda to DD's and AO/DCI from
DDCI, dtd 25 October 1978,
Subject: Financial Guidance for FY 1979
1. (A/IUO) In view of the austere budget expectations, it is
important that we have a Comptroller Meeting to bring you up to date
on financial events since we met in September 1978 and to highlight
resource prospects for FY 1979. A meeting has been scheduled at
2:00 p.m. on 15 November 1978 to discuss items of Congressional
interest as noted in Reference and to discuss the impact of Presi-
dential controls on travel and hiring.
2. (A/IUO) There are indications that we will have to absorb
a significant portion of the October 1978 Pay Act costs within our
regular appropriation in keeping with the concerted effort to check
inflation. In view of the emerging pressure to curb Government
outlays, I ask that you weigh unfunded needs against your lower
priority requirements before seeking Comptroller funding action.
However, unfunded resource needs that are so urgent that they require
immediate attention should be brought to my attention by 13 November
for inclusion on the agenda for our 15 November 1978 meeting.
3. (U) Reports required by Reference for Comptroller Meetings
are not required for the 15 November 1978 meeting since such data
will not be discussed at this meeting.
