opinion that selecting individuals for supervisory positions
contained in Attachment 1.

indicate that both an expansi?n of course offerings for
new supervisors and a realignmeit of subject matter at
various levels of training will meet the needs of Agency
managers. Dr. Zenon Zannetos was initially consulted in
Dccembor 1973, after your request wa ,.received. After
reviewing the entire management training curriculum,
Dr. Zannetos recommended that action betaken to separate
what he calls "management education"- -the human relations
and interpersonal skills needed by all managers -from
"administrative trainin?"--thc administrative.

training is the critical issue. This is being addressed in
the WAPA report.
i. Staff position: The initial Implementation of
Dr. Zannctos recommendations would be to establish
expanded program for now supervisors. OTR -proposes to
establish a one-week course, F damentals of Supervision,
which concentrates on interpersonal skills, and a second
one-week segment, Fundamentals of Adninistration, which
takes up the administrative skills appropriate to now
supervisors. The progra:, whici would train approximately
200 new supervisors annually, is described in detail in a
graining Bulletiai contained in Attachment 2. A second
step, to be accomplished in the balance of PY 1979, would
be to realign the subject natter of courses offered for
middle nanagors which have a combined annual capacity of
192.
For your information, Attachment 3 presents a list of
training courses under the proposed new program which
identifies training for various managerial levels, and
annual capacities and cumulative attendance for courses
which are already underway.
