2. Background: The attached letter (Tab A) has been
drafted in accordance with your decision to recommend to the
President that the financial reports of all Agency personnel
apart from the DCI and DDCI be exempted from the public
disclosure provisions of the Ethics in Government Act of
1978, and that additional filings to protect undercover
employees be authorized. Attached also (Tab B) is a letter
to the Office of Government Ethics, for the President's
signature assuming he approves your recommendation. In
accordance with your previous instructions, I have exten-
sivelli revised the draft you have already seen (see back-
ground at Tab C) in order to--incorporate more detailed
justification for the President's consideration:
