NFAC Planning, Management, and Evaluation Staff NFAC Communications Support Requirements, FY 1982-FY 1986 Your memorandum dated 21 September 1979, same subject The following are NFAC's anticipated communications support re- quirements in priority order. They do not include our SAFE requirements, r _1 OGCR's Carto-Graphic Division. 1. A Method of Electronically Transmitting Classified Information from Ames Building 'to Headquarters. The production elements o OGCR continue to experience difficulties and frustration in attempting to fulfill their mission because of the physical separation from the other major production elements located at the Headquarters Building. With the buildup in analytical resources in OGCR during the past year and our increasing involvement in current intelligence production and joint projects, there is a need for a system that will allow us to coordinate and review analytical production expeditiously. A need also exists for a two-way system to transmit written work and page-size graphics to Our needs are most critical for a method that will permit coordi- nation and review of relatively short (less than 8-10 pages) drafts and to receive information copy material from the Operations Center. LASERFAX or a similar system would be adequate, since speed of trans- mission is not an imperative for the relatively few pages that normally 25X1 form our priority items. 2.' A Method of Electronically Transmitting and Sorting Cables. The need exists to have cables transmitted electronically to Ames Building. We anticipate the installation of a HETRA printer prior to thinning of FY 1982 that will presumably solve this problem. 25X1 3. Increased Number of C2 muter Terminal Lines. During the 1980s OGCR will require an increase in the n er of computer terminal lines between Ames Building and Headquarters and within the Ames Building itself. The Meterological, Agronomical, Geographic Analysis System (MAGAS) will soon be installed on the Sth floor of Ames and will require a large number of terminal lines to the 10th, 11th, and 12th floors of 25X1 the Building. 25X1 25X1 4. S Communications in the Office of Current Operations/Operations Center. one Operations- Center ha-s-Been engaged with ORDin a major AP Mort to evaluate technologies for. supporting crisis task forces. As a result of this effort, the Crisis Management Analytic Support System has been initiated, and it may become the nucleus of an NFAC operational system during FY 1981. Therefore, major communications requirements would have to be defined for a thus far undetermined number of terminals 25X1 Similarly, because of the labor intensity of crisis management activities, the OCO/ORD minicomputer should be linked to ODP's main computer system. This would allow current. intelligence analysts to participate in task force work and still access personal files while 2 5X1 aGCi gnarl to thc~ tnclr -P ,,, 5. A'Communi tat ions Network for.ADSTAR. Implementation of the Automated Document Storage and Retrieval System (ADSTAR) is scheduled for mid-CY 1980. The central retrieval system devices (a document image storage unit and user access stations) will be controlled by a mini- computer and linked by signal and coaxial cables. The ADSTAR input facility will be located in the GE corridor, Headquarters. Camera workstations and verification stations will be linked via signal cable to a second minicomputer in the retrieval facility. In the initial installation, all devices will be hard-wired and within 500 feet of one another. This system will ultimately require the installation of a communications network (probably wide band) to connect the central retrieval facility with an estimated 100 to 200 remote user access stations during FY 1984-85. Additional remote stations may be installed in Agency components, such as the DDO, that may not have access to ADSTAR via SAFE. It is now assumed that the communication system to be used for ADSTAR devices will be the SAFE Wideband Communications System . 6. Additional Secure Voice Lines Between the 25" O and Headquarters. The location of necessitates 25 eavy use of secure voice communications to Headquarters. At a minimum, we will need two additional secure lines with three extensions per line each year for FY 1982 through FY 1nnc 777 uter Terminal Lines for Registry and Dissemination Func- tions. The Publications and resentations Group, OCO, wil nee seven Delta Data terminals by FY 1982 for its Registry and Dissemination Branch to assist in the automation of branch activities. With an automated program we envisage the ability to prepare dissemination lists, receipts, and address labels; to control and trace documents; to respond to queries concerning which publications are sent to specific consumers; and to develop consumer reading requirements profiles. With the addition of these seven terminals, there will be a total of ten in the branch--five in each section. We will need this number if we are to handle an ever increasing workload with tighter security procedures. By FY 1982 - FY 1986, we will also be required to enter directly into the terminals the pertinent information necessary to transfer our holdings to Archives. 0 8. Presentational Means Support. In FY 1982 PPG will require video and two-way communications links between the NFAC Television Facility (1E60 Headquarters) and OGCR's Genigraphics Production Center (GH37 Headquarters) for on-line receipt of all-source genigraphics data. 9. Computer Terminal Lines for the Office of Political Analysis and the 0 ice of Strategic Researc ,FY 1982. OPA will need two Delta Data terminals with printers C6G corridor) to support routine analysis. OSR's requirement for 12 terminals are specified in the attachment. Projections are based on past trends and indicate growth expectations. 10. Long-distance Secure Voice Re uirements. The Office of Weapons Intelligence has a continuin requirement for a secure voice network with contractors 25X1 11. 'Intelligence Community Television Network. Approval of a DCI- proposed FY 1981 decision package would establish an Intelligence Community television system that would transmit all-source information Approved For Release 200A W CIA-RDP83-00156R000200030061-6 Approved (,Release 2004/RP61,&~CIA-RDP83-00*000200030061-6 among CIA, the White Hou_,;P_ T)P. rtment of State, the Pentagon, and the Secure video and voice links would be tem, which would require an additional 27 to 40 full- and part-time positions and initiation funds of at least $2 million. Furthermore, the additional positions would establish a requirement for appropriate routine telephone support. 12. Exiianded'Secure Voice Capabilities in Ames Building. A con- tinuing need exists for an expanded secure voice system to service OGCR personnel in Ames Building. At present there are three secure lines. A fourth line is required to service the 11th floor. Planning is underway to provide additional space in Ames Building for OGCR, a move that will require expansion of our secure voice system. A secure voice link between the location of the Map Library Division, and its Headquarters outpost (GE0444), is also needed. 25X 25 13. Searching Archives/Records Center (A/RC). Two on-line Agency records systems are projected to become operational during CY 1980-81: ARCINS is an automated inventory of A/RC holdings, and RAMS is an ordering system. Document Services Branch, OCR, will need a Delta Data terminal and printer in 1H1107 to utilize.those systems, iven the increasing workload requiring access to A/RC holdings. II 25 14. Computer Terminal Lines, Office of Central Reference. To adequately service an increasing number of requests for sear es of OCR/ISG data bases that are located in ODP will require the installation of eight Delta Data terminals each year for the FY 1982-FY 1986 time period. Corresponding communications support will be required. 25 15. Access to the 25X continue at least aat e present rate. Although the anticipated 25X b su ject retrieval data base has not materialized, an interlibrary subsystem did become operational in FY 1979. OCR's use of the system has increased steadily, especially in the field of bibliographic searches. Therefore, OCR's previous requirement for a second terminal to access the system is still valid, but it may be needed before FY 1982. Further- more a third terminal may be needed during the FY 1982-86 period. 16. Additional Crisis Management Support. The Office of Current Operations anticipates a requirement for an interface with the OGCR World Data Base by adding graphic display terminals and plotters. This will provide valuable support to crisis management situations and to other ad hoc task force area activities. II 25X 17. Secure Conferencing Equipment. Library. Automation. Establishing an on-line library catalog within the i rary tomation System continues to be a goal for the FY 1982 - FY 1986 time period. This will include a requirement for six hard copy terminals for the Library and two terminals for the Acquisi- tions Branch (GH0922 and GE47). The latter will be used for preparing management information reports and other special listings without tying 1 t~le central t p sys em 19. Teletext Transmission. In FY 1982 PPG will require a secure telephone lin or on-line teletext transmission of intelligence data to tL_' 7 . .- _ selected terminal s w 20. Audio-Video Link. To speed and bring greater efficiency to the television productions process, an audio-video link will be re- quired between the NFAC Television Facility (1E60) and the PPG complex in 7G50.
