1. This memorandum is to inform you of the status of
Directorate of Operations (DO) communications support
requirements submitted by the Office of Communications (OC),
in the FY-1981 thru 1985 Program Call. These DO require-
ments were submitted at the enhanced level in the "New
Support Requirements" resource package under the "Other
Communications Activities" decision. unit. As-.a result of.
Agency reviews, all enhanced. level requirements in this
decision unit were deleted.from the OC submission.. Subse-
quent actions.by the European Division,. DO, in Reference
B. restored staybehind funding, at the current level, to
the Agency budget being sent to.0MB
2... The status of'individual DO support-requirements-
is as follows:
Requirement:" The growth in the number of
remote terminals accessing the STAR system and
the need for an image delivery system to support
remote viewing-from the system which
will be installed in early 1980,. require the
provision of additional wide band circuitry in
the Washington area, along. with.the ancillary
communications-hardware.
Status: Deleted.

SUBJECT: DO Staff Communications Requirements for
FY-1981 thru 1985 0
b. Terminal Upgrade
Requirement: An increase in the number of low
and high speed terminals accessing the DO Special
Signal Center, beginning in 1980, requires the
provision of ancillary communications equipment
for those locations throughout the five year program.
Status: Deleted.
Re uirement: To accommodate the requirement
of the l I for greater electrical transmission of
reporting by the application of CRAFT at a number
the communications equipment
required to support the CRAFT operations must be
provided.
Status: Deleted.
d. Clandestine Broadcasting Equipment
Requirement: A priority replacement program
for 'High power transmitters and antennas from
FY-1981 thru 1985 is necessary to meet continuing
DO clandestine broadcasting requirements at all
Agency major radio base stations.
Status: Deleted.
e. Staybehind
Requirement: Resources are required to fulfill
the DCI's statement of May 1978 to continue
supporting the staybehind program.
Status: Deleted, but, in accordance with the
Reference B request, resources for the staybehind
program were included in the current level Agency
budget submission to the OMB.

3. Requirements submitted in paragraphs 3 thru 5 of
Reference A were not sufficiently demanding of resources
to be included as specific items in the OC Program
submission and will be accommodated, as required, in the
normal funding process. Requirements included in paragraph
6 of Reference A, but not specifically addressed above,
are similarly regarded or are insufficiently defined, as
yet, to permit their submission as specific program items. F-I
