(S/D) SIGNIFICANCE: THE LEVEL OF MILITARY ACTIVITY CONTINUES TO INCREASE AT OPERET MILITARY CAMP. 2. (S/D) REMARKS: A BATTALION -SI ED BIVOUAC HAS BEEN ERECTED ON THE WEST SIDE OF THE FACILITY THREE 25X1 COMPANY AREAS, CONTAINING A TOTAL OF 31 MEDIUM AND 65 SQUAD TENTS, ARE PRESENT. SIX BUFFEL LIGHT ARMORED VEHICLES AND AT LEAST 30 TRUCKS HAVE ALSO ARRIVED 25X1 INCREASED ACTIVITY WAS FIRST OBSERVED WHET A 25X1 BIVOUAC WAS BEING ESTABLISHED ON THE SOUTHERN EDGE OF THE FACILITY. (S/D) OPERET SERVES AS A STAGING BASE FOR SOUTH AFRICAN UNITS GOING TO AND RETURNING FROM DUTY ON THE ANGOLA BORDER. THIS INCREASED LEVEL OF ACTIVITY CLOSELY PARALLELS THE BUILDUP OF FORCES OBSERVED HERE DURING JULY AND AUGUST 1981, PRIOR TO THE SOUTH AFRICAN INCURSION INTO ANGOLA IN LATE AUGUST 1981.
