VANDENBERG: Subject: Central Intelligence Group Representation on USCIB. 1. The Chief of Staff, U. S. .Army; the Chief of Naval Operations, the Special Assistant to the Secretary of State for Research and In- tcelli_;,cnce, and the Director, Federal Bureau of Investigation, have approved the recommendation of USCIB that its membership be extended to include the Director of Central intelligence. It is felt that action to this end is desirable and should be taken immediately in order that responsible authorities of the State, War and Navy Departments, the Fed- eral Bureau of Investigation and the Central Intelligence Group nay exercise adequate control in the coordination of U. S. communication intelligence activities and liaison with foreign coirmunication intelli- gence authorities. 2. Accordingly, it is suggested that the Director of Central In- telligence become a member of USCIB. 3. It is further suggested that the Director of Central Intelli- gence a,point a representative to the United States Communication In- telligence Coordinating Committee (U3CICC). 5_.J.
