Memorandum of 31 October 1969
Attached is a joint BNDD/CIA study on the
Suppression of Poppy Production in Turkey. It is
keyed to the question of pre-emptive buying and
emphasizes plans and actions that can be taken to
make the joint Turkish/US effort successful..
We have considered various forms of pre-emptive
buying and concluded that while some of them might be
useful in the next two years, it appears that the
only action promising immediate results would be for
the Turkish government to purchase this year's crop
at prices which would discourage sales in the illicit
market. A long-term solution to the problems that
suppression of poppy production will generate requires
a workable crop substitution program.
