MEMORANDUM FOR THE RECORD

SUBJECT: Appearance of the Director Before the CIA Subcommittee
of House Appropriations
1. The Director met with the CIA Subcommittee of House
Appropriations for an hour and a half beginning at 9:30 a. m. Present
from the Subcommittee were:
George H. Mahon, Chairman
Frank T. Bow
Glenard P. Lipscomb
Present from the staff: Robert Michaels.
Accompanying the Director werel nd John S. Warner.
No transcript was taken. There was a sweep of the room prior to the
hearing.
2. Mr. Helms opened the meeting by stating that in his first
appearance before the Subcommittee as Director he wished to assure the
Subcommittee that he desired in every way possible to be of help to them
and would be available to them if needed.

9. In response to a question from Mr. Bow, the Director
stated it is a fact that the Viet Cong utilize Cambodia territory for
rest and rehabilitation and for regrouping.
10. Mr. Lipscomb expressed concern about the attacks on
CIA and asked whether there were some internal problems involving
the A ency. Mr. Helms indicated he did not believe so, that the
I Icase was just one of those situations where a man caught in an
error was striking back in an improper way. He pointed out that
undoubtedly there will be further attacks and certainly the press is
quite interested in printing anything involving the Agency. The
Director stated that the Agency was not in a position to respond to
these attacks. The members agreed this was appropriate. Mr.
Helms then briefed a little more on the case pointing out that
a very senior board had been appointed to review the matter and
report to him.
11. In connection with Indonesia there was some discussion
about its future. Mr. Mahon was particularly interested because of
Texas cotton and possible exports. The Director indicated that
economic problems in Indonesia are staggering and these cannot be
solved in the near future. (Mr. Helms has requested DDI to pull
together some additional material on the economic situation and
imports for Mr. Mahon.)
