SUBJECT: DCI Briefing of House Armed Services Committee -
7 March 1966
1. The Director appeared before the full House Armed Services
Committee for a general worldwide briefing. Present from the Committee
were:

Prior to the hearing, there was a technical sweep and there was
monitoring during the hearing. A transcript was taken and special
security arrangements were made so that Agency personnel had
supervision of stenotype notes, typewriter ribbons, carbons,
transcripts, etc. , and the transcripts and all such materials were
returned to the Agency. The morning session lasted from 10:00
until about 12:15 p. m. The afternoon session began at 2:00 p. m.
and ran until approximately 5:15 p. m.
2. The Director covered in detail Communist China, Soviet
Russia and touched on the Dominican Republic, Cuba, and Ghana.
He followed the prepared briefing almost verbatim. There were
numerous questions and obviously the Committee was interested
and felt they were getting the type of information they needed. There
are two action items:
(a) to supply for the record the number of Soviet troops
in the satellite countries; and
(b) to furnish details on the performance and characteristics
of the Soviet MI-6 helicopters.
3. The Director received many laudatory comments on the
content and presentation in this session. Mr. Philbin,who was acting
as Chairman for Mr. Rivers, in particular was most complimentary
to the Director both from the Chair and in personal conversation with
the Director.
4. There were several questions which began to touch on Agency
matters and as soon as the Director began his answer referring to
sources and methods, privilege, etc. , Mr. Philbin, in the Chair, stated
that these were the rules and the questions were immediately dropped.
