Due to current tensions between Greece and Turkey, Greece has closed its airspace to flights originating in Turkey bound for Western Europe. In order to avoid the restricted area, Pan American, the only US carrier affected, and other commercial carriers are diverting routes to overfly Bulgaria. However, no Bulgarian landing rights have been granted for such flights. 2. As a result of this situation, persons traveling between the Mideast and Turkey and Western Europe on commercial carriers must transit Bulgaria enroute. The current system of hazardous activity restrictions prohibits transit of Bulgaria without a waiver granted by appropriate authority, by persons restricted due to compartmented intelligence access. 3. To preclude the necessity for reviewing and granting an inordinate number of such waivers for otherwise unrestricted travel, the following policy will be in effect for the duration of the above- mentioned situation: Waiver of hazardous activity restrictions will not be required for transit of Bulgaria when performed on board US carriers or commercial aircraft of a friendly nation when the flight neither originates nor terminates in a restricted country and when there are no scheduled intermediate stops within such restricted areas.
