MEMORANDUM FOR: Director of Central Intelligence
SUBJECT Designation of Chairman of Subcommittee of
the DCI Security Committee
1. With your approval, I would like to designate Dr. Philip K.
Echman as Chairman of the Research and Development Subcommittee
of the DCI Security Committee. This change is necessitated by the
reassignment of the previous chairman.
2. Dr. Echman, a GS-18, is Director of the Office of
Research and Development, CIA, having entered on duty with the
Agency early in 1977.
3. Your approval is recommended.

provides that the chairmen of the sub-
committees be designated by the Committee
Chairman with the concurrence of the DCI.
2. The last time subcommittee
chairmen were designated, you signed off
for the DCI. I do not feel that this is a
matter requiring the DCI's attention at
this time.
3. I recommend that You approve the
nomination contained in the attached memo.
