Zero Based Review of Clearances
1. In response to your informal note requesting a
progress report on the subject matter, the following is
offered for your information.
2. Following the pilot exercise in 1978 in which a
review of all SCI accesses was conducted at Lawrence Livermore
Laboratories and the Office of Data Processing in the Agency,
the Zero Based Review of Clearances was initiated in the
.industrial. arena. In March 1.979, the review program began in
earnest and continued through the 1.979 fiscal year. Quarterly
progress reports were submitted to the DC1 through D/OS and
DDA aild. an end of year status report was also forwarded. During
25X1A F Y79, industrial contractors participated in
7 . 2 o and 13.2% in personnel and SCI accesses respectively.
,. The Zero Based Review of Clearances has continued
for LFY 80, with a self-imposed goal of completing the reviews
at all remaining contractors where CIA elements had SCI
contractual activity. The results through the third quarter
are as follows:
