send you some ______...______ on the TSCS which you could use in
briefing
2. Attached for your information are:
a. A rundown on the make-up of the DCI Security
Committee, showing the TSCS and its Working
Groups.
b. A copy of DCID 1/11 with its attachments.
One of these covers the mission and function
of the TSCS.
3. For your general background information, I offer the 25X1
following remarks:
b. I I was the first Chairman and
held thaf o ice until 1973 when he resigned. When
Bill Colby took over the DCI's position, he reorganized
all his committees and placed the TSCS under the Security
Committee.
c. Mr. Marvin Gentile of the State Department
was then appointed and continued as the Chairman of the STAT

1975 when I took over as a second hat. (I was also Chief
of CIA's Technical Security Division). I continue as
Chairman, TSCS at the present time with hopes of getting
the Chairman, Security Committee to appoint a new Chair-
man as soon as possible.
4. The TSCS is a good group and serves the Community
well as a source of information exchange and general coor-
dination.
5. Its weaknesses rest in the fact that the counter-
measures field continues to lag behind the positive attack
field and in the tremendous costs, ever increasing, of counter-
measures equipment in today's shrinking budgets.
