RDP82M00591FiWO100050094-4 DCI SECURITY COMMITTEE MONTHLY ACTIVITIES REPORT AUGUST 1978 1. 0 A comprehensive set of guidelines for Community use in adjudicating, the results of DCID 1/14 investigations for ac- cess to compartmented information was'completed and circulated for comment. The guidelines cover such subjects as foreign relatives and associates, sexual and other misconduct, untruthfulness and character deficiencies, financial irresponsibility, alcohol- and drug abuse, psychological disturbances, criminal conduct, and loyalty, Upon appropriate approval, the guidelines will be issued as an adjunct to DCID 1/14, 2. 0 A Community-wide statistical study of the utility and significance of the various elements of DCID 1/14 personnel security investigations will begin shortly. A computer program has been developed to record and process data resulting from this effort. The results of the study will show what elements of an investiqation are most productive of pertinent information, thereby providing the basis for changes in Community investigative procedures. 4, The. II A Committee working group is exploring arrange- ments for establishing and maintaining a possible central Community registry of denials of proposed access to compartmented information. This registry would help in ensuring greater uniformity in Community access determinations. 6.II A review of Community security guidance was begun to identify changes which are either necessary or desirable in the light of new national policy on classification and control of informa- tion as set forth in Executive Order 12065 and its implementing di- rective. 7 he Committee staff has continued to provide inputs to the s u y of satellite reconnaissance security policy alterna- tives being conducted under the aegis of the Space Policy Review Committee, The study addresses possible consequences of alterna- tives bearing on proposed declassification of the "fact of" an in- telligence satellite capability.
