There has been considerable concern recently raised by CIA's efforts to collect zero based data and revalidation material on non-CIA sponsored individuals in industry. 2. I reviewed all applicable papers and collected additional information which leads me to conclude that CIA's action is 3. It is recommended that you direct CIA to cease asking for any information about non-CIA sponsored product clearances at any and all contractor facilities. 4. This recommendation is based on the following information which is documented by referenced attachments. Tab B - On 11 October 19781, in his Notes from the Director of this date, the DCI mentions that it is his intention that zero based reviews become a long-range and structured aspect of our security program and that they be carried out not only in the Agency but throughout the Intelligence Community. Tab C - On 15 November 1978, Chairman, Security Committee wrote to the Chairman, Compartmentation Subcommittee informing that the DCI has decided to expand a CIA trial zero based review throughout industry and the Executive Branch with a deadline for completion of 30 September 1979. The CIA's Special Security Center was noted as offering a service of common concern in collecting information to be transmitted to sponsoring agency for revalidation of their access approvals. 0n 15 December 1978, issued a memorandum for members of his Compartmentation Subcommittee. This memoran- dum restated the DCI Directive to each NFIB Department to conduct a zero based review of all SCI accesses held by its personnel and repeated the offer to use CIA's Special Security Center as a means of collecting data to be sent to sponsors. Tab E - On 20 December 1978, received DCI approval to postpone a review of all SCI product access approvals but to continue with the zero based review of operational access approvals. There is no reason for CIA to propose to collect information from non-CIA contractors about individuals holding product access approvals, i.e., SI and TK, since this part of the DCI's requirement has been postponed. 7. Speaking to the case at point, I note that NSA did complete a review of holders of operational accesses and sub- mitted its report to the Compartmentation Subcommittee by the 1 May deadline.
