SUBJECT : Terminal Access to Intelligence Community Data
1. Action Requested: Decide how non-CIA cleared users are to oe provided
access to Intelligence Community data bases maintained on CIA computers.
2. Background:
a. An Intelligence Community resources information system is now opera-
tional; a rudimentary inventory system describing community facilities is being developed.
The management data generated by these systems are maintained in the same computers
that store internal CIA data. Up to now, access to the computers has been limited to the
CIA-cleared IC Staff and CIA/OJCS personnel who operate the information systems. The
CIA-cleared IC Staff personnel have been the only channel for providing community
management data to users.
b. DIA has requested the installation of an interactive remote terminal in
the Pomponio building for access to DOD data in the community data bases. We will satisfy
DIA's immediate need for access by training their personnel to operate IC Staff (Data
Support Group) terminals under IC Staff supervision, and by providing them the existing
data on -tape as soon as they are capable of handling it in their own computers. These
measures will not satisfy the expected needs of the Services and other intelligence agencies for
interactive access to up-to-date community data.
c. CIA/OJCS advises they experience roughly one overspill incident for every
22,000 jobs executed under the IBM operating system, and that there is even less chance of
overspill under the time-sharing operating system. Community data are maintained under
both systems.
d. I f community data were transferred from CIA computers to a new, dedi-
cated computer, the expected cost of the new system is estimated at some $500,000 per year,
divided about equally between equipment rental, and software and operating personnel support.
e. A Management Information Working Group under I RAC has been pro-
posed to study overall Intelligence Community management information needs.

their own interactive terminals to access their portions of the community data bases. This
access should be authorized in accordance with standard technical security procedures.

b. I t would appear to be economical to service all authorized users of
community data from a single, central computer system. There appear to be two prac-
tic ole alternatives:
(1) If the security of internal CIA data can oe preserved at a level
of prudent risk, authorize remote terminal access to the Intelligence
Community data bases in the CIA computers.
(2) If the risk of spillover of CIA internal data is unacceptable,
alqui e a computer system to be dedicated to Intelligence Community data
and authorize remote terminal access to that system.
c. The I RAC Management Information Working Group will need policy
guidance regarding the security of and access to community data bases. This guidance will
impact on the issues of whether community systems should be centralized or decentralized,
and whether investment should be made in a dedicated computer system.
4. Recommendations:
a. Authorize remote, interactive terminal access to existing community
data cases by the Services and other intelligence agencies.
b. Pending the results of the I RAC Management Information Working Group
study, consider the acquisition of a computer system dedicated to Intelligence Community
data that can be accessed by the Services and other intelligence agencies.
