S. citizen who claims that STAT personal photographs that he had taken were taken away from him when he returned to the U. S. from Russia two years ago, and that he had also suffered the interception of his mail; he thinks the FBI and CIA did it. I urther clams that he has been denied STAT access to his files, despite FOIA sts. He now has read that a class action suit is being brought against CIA alleging invasion of privacy, and would like to join the suit. I told Cowles that the story sounded bizarre, and he agreed. I noted that CIA has no border responsibilities or internal security functions. I recommended that he contact the FBI and the Customs Service, and said I would check our FOIA records to see if I iad made a request to STAT CIA. I also suggested that he check with the Justice Department on any suits pending against the CIA. He said he would do so. 6.
