Enclosed is an advance copy of the newsletter CHECKPOINT for August 1977
which should be in the mails by July 28. Also an information copy of some
of our recent correspondence with the White House.
In a sense this issue is a Memorial to Harriet, my wife, and our combined
thirty year Search for the new key to regain the sinking national security
of the U.S. . . . and. to the solid wall of refusal to discuss the subject
by. the intelligence/financial/military advisors who have surrounded and.?
isolatedRepublican and Democratic Presidents.
Each time the U.S. faces the imperative for breakthrough to new .strategic concepts,
the intelligence/financial/military leadership linked to the obsolescingtc`rapons
tend to band together.. to T H W A R T the search for new strategic systems. C ,bilry
leadership fought AGAINST. development of tanks . . .infantry .leadership nought
AGAINST development of air power . . .battleship leadership fought AGAINST development
of carriers.. . bomber leadership fought AGAINST development of missiles
and for morethan ten years . leadership in the development of global powers of~
destruction now capable of rupturing or destroying world civilization have blocked
Harriet's and my efforts to help successive Presidents. This is an utterly complex.
subject which can not be explored in a short interview.
One Aspect: U.S. global intelligence capabilities give the President the power to
(1) meet all requirements for national defense in the coming era, and in addition,
(2) provide world. leadership in a new kind of race pioneering the world-sized systems
and institutions of a.future civilized world order and national security for the
U.S. and for all of the 150 sovereign nations on the planet.
Americans once again would be proud of their Intelligence Community, leading toward
global systems of lasting peace. and progress. The people of all other nations would
look up tothe U.S. Intelligence Community with gratitude, rather than dread. But the
President is .surrounded.by. interests finding escalating personal rewards from .the

Per past correspondence, President Carter has within reach greater powers than any
.human being in history. As advancing science, technology and management skills allowed
President Roosevelt to lead the breakthrough to the Age of Atomic Power,today President
Carter can unleash American research and development and initiatives in all fields of
knowledge and skills for the coming generation, to lead the breakthrough to the Age of
Global Compassionate Power.
Presidential Review Memorandum # 10 will not reveal this fleeting opportunity to the
President, for the same reason that if President Roosevelt-had waited for his national
security advisors to bring him the concept of atomic power, we all still would be waiting.
Presidential Review Memorandum # 11 will not reveal to the President that U.S, world
leadership in global satellite and other intelligence capabilities can be used by the
President to lead the 150 sovereign nations into a new era in which all nations will
find security and protection from foreign enemies. The Intelligence Community still is
linked to the obsolescing search for national security through escalation of the power
to obliterate world populations.
The, Science, and Technology Advisor's panels can not bring this breakthrough concept to the
President. For example,'scientists and engineers can be mobilized to produce jet bombers
to kill people, at new magnitudes and distances, or the same scientists and engineers

new world community. The decision is an Executive Decision, above the disciplines of
any specialized field of science or technology, which can only be made by the Chief
Executive of the. corporation, and the Board of Directors. The decision to redirect U.S.

for the military-powers of destruction )to provide instead world leadership in a new
kind of race for the experimental development of LIFE SUPPORT SYSTEMS FOR PLANET EARTH,

After graduation from Union Theological Seminary in 1962,Harriet was ordained on November
29,1964 by the United Church of Christ, to a unique prophetic ministry, focused on her ordination
commitment, " In learning how to unleash the fury of the atom,mrn has created the danger of his
own annihilation. This special ministry is a witness based on the belief that man can choose

control. " Catholic Clergy, a Jewish Rabbi, an Ethical Culture Leader and Protestant Ministers
of many denominations participated in Harriet's unusual ordination ceremony. She was then
released to go out into the world, on her own, beyond the structures or the support of her Church,

. . . She understood that man's inventions were being misused, that they were threatening our
existence here on Earth. She understood that war,nuclear war, was the threat and that the secret
dealings of governments, particularly the U.S. and the U.S.S.R., in confrontation, was the basis
of the threat. And Harriet understood that there is a way to deal with this secrecy. She
recognized that from the vantage point of space one can look back on Planet Earth, and observe
its clouds and its oceans. But more important, she recognized that we can observe man's
activities too; his agriculture, his road building,his nuclear weapon'and other destructive
armament production.
And she knew, deep in her heart I am sure, that if all nations, all peoples, every
citizen, knew what was being done to their land and what threats faced their children, THEN
all nations and all peoples would band together to bring the growing potential for disaster
to a halt.
I believe that was the potency of Harriet's belief, and the basis for the great commitment
she and Howard have made over the years:- " A GLOBAL INFORMATION COOPERATIVE ".
OPEN SKIES:: It is a very persuasive idea. I am convinced its time will come;that the
work of Harriet and Howard will have advanced that time.
Perhaps it is unusual that Harriet, trained in the humanities,following the path of
God, should discover that man's most obvious achievement, his technology, could be a way to
his salvation on this Planet Earth. This certainly is an unusual perception - -seeing both
sides of the coin. But Harriet was an unusual person. We shall all miss her.

Harriet Kurtz shared the dream of God.' She dreamed that all humanity was free to use the
tremendous energy and power given by God, to create, not to destroy, life. She stood on tip
toe and peaked into the Kingdom of God and reported back to us. But her feet were always on
the ground.
Harriet was teamed with Howard. It is a rare thing for two people to be so deeply in love,
and to love so deeply their work. I know of few people who have lived out their dreams, who have
given so much, been so absorbed in it . . who sacrificed their whole life's savings because
they had a call. You can't think of Harriet and Howard without the call. They ate, drank
and slept only to fulfill God's call for their lives. They were quite a team. Harriet had the
dream. Howard is an engineer,practical,implementing, a get-things-done person. The dream was
always about things which technology could bring to pass . not in a distant tomorrow, but next
year . .5 ye ars . 'lust a step or two down the way. Always the question " Can't our technologies
be used to build institutions which work to help people . . rather than for purely military purposes
to destroy. Can't we take another forward step and break out of the old security systems
and share the fantastic world-wide information we are gleaning, with the smaller, poorer nations?

If the American people are to be saved from eventual traged?:, the President and Congress will have
to create two different kinds of superior power. Like a successful football coach, the President must command
a superior defense team,to prevent opposing powers from breaking through to their goal of world domination.
But a nation, or a football team, with nothing more than a defense tee,m, in time will be defeated.

moving all confrontations and crises down the field toward the distan:r- goal of a civilized world order. In
this future community of nations ( more complex and more effective then the present United Nations 1 the
people of all 150 sovereign nations will find security, and political independence, and progress . . the
"gut issues" for which the American people fought their Revolution.
A large sector of America will continue to be mobilized as the defense team,committed to protecting
America from clear and present danger from hostile foreign powers. .ut in addition, a large sector of
America will be released and guided by the President and Congress for an unprecedented era of new research
and development and demonstration of world-sized systems and managemee_t structures and legal institutions
to bring an end to war between nations, and to release the scarce energies and resources of the ga,rth for
the production of food,clothing,housing,clean air & water, health, education and national security for world
populations held within prudent limits.
One concrete example of forward power the President & Congzrc_ss can unleash without delay:- As a
start, Harriet and I had opened up for pro and con and creative disctsion the possibility that the United
States will invite all nations to follow our lead in beginning to cretute a gigantic open-to-the-public-of-
the-world complex of global information and intelligence centers and services . . utilizing greatly increased
programs of military and civilian earth-orbiting communications,navi:ration, mapping, reconnaissance, earth
resources survey and other life-serving satellites . . in a GLOBAL IN)!'ORMATION COOPERATIVE . . opened to the
nations of the world. . opened to the press and television of the word . to maintain a public inventory of
potential public danger for the entire planet . whether danger of wa- . or danger of hurricane . or
danger of blight . or danger of shipwreck . or danger of pollution . or danger of forest fire . . or
any other potential threat to the public wellbeing everywhere . . and to monitor and enhance the progress
and health and security of the people of all nations, large and small.,
There is no need to first negotiate with or ask permission, of our enemies, before lighting a
bright white light of hope in the hearts and stomaches of the peoplecf 150 sovereign nations, by a large
scale, long range, sustained commitment of American creativity and paver to the most "impossible" task
civilization ever has undertaken, developing LIFE SUPPORT SYSTEMS FOR PLANET EARTH in the coming generation
as effectively as , in the past generation, we have led the world developing the weapons capable of
rupturing or destroying world civilization.
The moment is here. The tools are available. All these satellites have been tested and proven,
many behind walls of military secrecy. Missing only is a historic 17itional commitment proclaimed to the
people of the world by the President of the United States, and suppor'ed by a bi-partisan Congress.
The earth-orbiting,life-serving satellite systems are but are aspect of Harriet's ordination
commitment and her belief that the time has come to "unleash an explarive new kind of strength to bring the
dangers of war under control". This is the concept which has been a "Forbidden Subject" in the National
Security Council Staff under Republican and Democratic Presidents, for more than ten years. It may be
up to you to widen the pro and con and creative public discussion, in any way you see open.

Proposal for a global information cooperative
The American people through their government
could announce to the world a large scale, long-
range, sustained commitment to build a giant open-
to-the-public Global Information Cooperative...
linked to a greatly expanded ten year series of
earth-orbiting, intelligence-gathering satellites and
other global information-gathering sources. The ob-
jective of this Global Information Cooperative would
be:
1. To maintain a public inventory of potential public
danger for the planet, whether from threat of war, or
pollution, or draught, or hurricane, or blight, or ship-
wreck, or any other threat to the general wellbeing
of human beings everywhere, and
II. To provide earth resources development infor-
mation assisting the economic progress and human
wellbeing for people of all nations. All nations will be
invited to cooperate as part of an eventual broader
War Prevention Decade of new research and devel-
opment and testing.
All nations would be invited to cooperate by as-
signing experts and research teams to work together
in a large Global Information Research Park sur-
rounding the Cooperative. This would include military
experts, intelligence experts, agricultural experts,
geologic survey experts, and specialists in all relev-
ent fields. There would be no classified information,
no secrets. Anything that can be seen or detected or
discovered through outerspace instrumentation
would be available to the people and the nations of
the world.
Information would be made public on large illumi-
nated information display walls, and would be stored
in computers for reference. Communications links
would be maintained with the world radio, television,
and printed news and public information media. This
mobilization of information research and develop-
ment for the future safety and wellbeing of the peo-
ple of all nations would proceed with American ini-
tiative, no matter what nations withhold cooperation at
first. Nations would be free to join the cooperative at
any future time.
There would be no need to first "negotiate" with
potential enemies before the American people lead
the people of all nations gradually toward a new age
of openness. Potential enemies on both sides of all
confrontations would be invited to see inside their
own country what American reconnaissance satel-
lites already see.
All nations capable of launching surveillance sat-
ellites would be invited to link them to the Global In-
formation Cooperative. All nations would be invited
to build similar open-to-the-public information cen-
ters, linked to central information receivers, and
storage facilities, and retrieval facilities. All nations
would be free to Install receiving facilities to be
linked directly to the eyes-in-the-sky.

1954) in airline management positions and twelve
years (1954-1966) in the management consulting
firm of Handy Associates, Inc. Since 1966 he has
devoted his full-time to War Control Planners, Inc.,
of which he is president.
Harriet B., Kurtz graduated from Wellesley College in
1937, and Union Theological Seminary in 1962. She
was ordained to the ministry of the United Church of
Christ in 1964, with a mission in the field of war and
crisis as her particular charge.

A newly published plan for a fan-
tastic global electronic intelligence sys-
tem for "war control"-a scientific-

The plan, endorsed as feasible by

board Friday by President L. Berkley

seen copies for a period of but 24 hours.

York, at the foundation's request. Titled
"The Future Research Challenge: Con-
trol of World Crisis," the report pro-
poses a national security effort of the
scope of the Manhattan Project during
World War II.

lar international organization. Mr.
Kurtz said the plan would not interfere
with individual national sovereignty.
The object of the plan is a super-
sophisticated control system which
would immediately alert international
authorities if any unusual military, nu-
clear arms, transportation, industrial or
similar activity took place which-could
possibly imply war conditions.
For instance, if a carload of strategic
materials headed for a consumer factory
somewhere in the world suddenly were
diverted from its scheduled destination,
the vast war control system would de-
tect this event and immediately signal
an alarm. Inspection teams would be
dispatched promptly and police action
would be taken if necessary.
Another example might be if a fac-
tory in some country began to discharge
unusual suspect wastes into a river. The
chemical change would be "sensed" and
an alarm set off. Other possible exam-
ples range the extent of the imagination.
The system involves technical sophisti-
cation of a high order and could mean
tremendous long range development and
economic gains for industry.
Mr. Kurtz' report suggests presiden-
tial action to establish a War Safety
Control Institute as part of the National
Security Council and would involve top
strategy activity on the parrof the secre-
traies of state and defense as well as the
director of the U. S. Information
Agency. The latter would keep the
world appraised of research progress
for the plan and help to overcome ob-
stacles to public credibility of the war
control concept, which Mr. Kurtz says
is perhaps as zero now as belief in
putting a man in space was a few years
ago.
Mr. Kurtz implies that the concept
could produce a distinct psychological
advantage for the U. S. in its now-
deadlocked nuclear inspection talks with
the USSR.

NEW SPACE CONCEPT FOR WORLD PEACE
"LIFE SUPPORT SYSTEMS FOR PLANET EARTH"
In the public interest we publish in this issue of THE SPACE LETTER excerpts
from a provocative paper entitled."Life Support Systems For Planet Earth," a concept
developed by the Global Safety Strategy Group of War Control Planners, Inc. of
Chappaqua, New York.
War Control Planners is directed by Mr. and Mrs. Howard Kurtz. Other members

Since this proposal includes a number of concepts that are of vital interest
to the space industry we are including the highlights applicable to the use of space
systems for world peace. This report is not copyrighted and may be reproduced freely
in the interest of public discussion.
The text (edited) follows:
Without jeopardy to the national security, the President of the United States,
with strong bi-partisan support in Congress, can launch new strategic initiatives to
:.hart a new historic course for world civilization. All nations can be invited to
irect a portion of their research and development budgets toward a cooperative war
*-evention dec e. No risk to the security of any nation will be incurred, because no
nation will be asked to turn over its defense to the experimental global safety
organizations, as no one is asked to buy tickets on the :prototype supersonic transport
plane.
The experiments can go forward with U.S. initiatives, no matter what nations
,Old hack at present. Matters can be so arranged that ary nation will be welcomed into
the experiment at-any later date.
This mobilization of American creativity for world leadership will be in addition
continued essential defense efforts, as the Manhattan Project was in addition to
secuting World War II. The following tentative description of a large-scale
strategic initiative is offered to be debated, and to be'improved, to release the
creative thought of others, within their special fields.
Global Safety and Development Ser iices
The United States will announce the commitment of a special ten-year continuing
series of new earth-orbiting satellites and associated systems to the future safety
and wellbeing of mankind. A giant open-to-the-public information display and model
global safety and development management center will be built somewhere near the United
Nations Headquarters, where the intelligence informationgarnered by these systems will
he fully available to the press and the public.
All cooperating nations can build identical open-to-the-public management center
These will be in continuous communication and will operate simultaneously through a
global information exchange network.
These satellites, associated systems and ground support centers will have two
principal functions. First, to maintain public inventory of all potentially dangerous
military activity for planet Earth. This will be a new, additional level of world
military intelligence, separate from each nation's military intelligence, and serving
as an additional potential safeguard against a war starting by mistake, or misunder-
standing. Second, to assist the economic development and human wellbeing of all
nations by providing information of all types to nations on a continuing and immediate
basis.
Military and technical and intelligence experts of all cooperating nations will
work together developing and testing military surveillance capabilities. All information
will be unclassified. Knowledge and experience will be accumulated pertinent to that
future time when a world-wide peace-keeping authority will be in existence. It will be
assumed that individuals will distort information due to political or national loyalty,
and this will be a decade of experiment in multi-national checks and balances to
correct for such distortions. It also will be a decade of experiment with increasing
capacities and inadequacies of computers and cybernetic s=stems, in the ..valuation

Any nation may try to keep secret any information it considers essential to. its
security, but it will not be able to prevent other nations from making public such
information if they are cognizant of it. The Soviet Union, for example, could make
public to the world any information it has about American military activity, or the
United States could make public similar information about the Soviet Union. All
nations will be free to make public information about the military activities of all
other nations, from intelligence gathered through any source.
Although this ten-year prototype experiment will be inaugurated with information
garnered from Earth-orbiting satellites and high flying airplanes, nations will be
able to provide input from all intelligence channels.
Whenever border incidents or war between nations occur, close-up surveillance
of both sides, day and night, can supply the world's public with current facts of
alleged or actual hostile actions. Audio-visual information from the centers may be
transmitted' onto home television screens in times of special emergency, by the flip
of a switch.
All nations having the capability to launch Earth-orbiting satellites will be
invited to provide their share of scheduled launchings. Otherwise the experiments
will go onward with U.S.-launched satellites.
All nations will be invited to design and produce intelligence-gathering instru-
ments to be placed on these experimental "eyes in the sky." A new kind of "race"
will be launched in which all nations, large and small, can make contributions to the
future safety and wellbeing of mankind, in contrast to the race to produce powers of
violence to destroy world civilization.
Perhaps the greatest benefits will come from the non-military uses of global
public inventory services.
In the United States, the National Aeronautics and Space Administration, the
Department of Agriculture, the Department of the Interior, the Geologic Survey, the
Department of Fisheries; the Federal Aviation Agency and many other departments and
agencies already have experiments in progress for a series of Earth Resources Tech-
nology Satellites (ERTS) to be launched beginning in 1972 in Earth orbit.
Through the global information centers and other channels these powers being
created in the 1970s will be utilized to serve mankind, rather than in the sole
interest of the United States. Experiments are in progress to use satellites for
air and sea and land navigation and traffic control, and for search & rescue and
emergency help anywhere in the world. In time, even the smallest lifeboat in the
largest ocean will be located by these new systems, to save human lives.
Experiments now under way will make it possible to maintain inventory of every
kind of agricultural crop and herd, in every country in the world, every day, from
outer space. Other experiments in process will make it possible to determine the
chemical content of surrounding soil, and its moisture content, aria therefore predict
the quality and quantity of all crops for the future global markets. Global meteor-
ological services already are in existence using photography from outer space.
Satellites will be used to locate the largest schools of fish in the oceans of
the world and to direct fishing fleets to them by radio, to facilitate feeding the.-
hungry of the world.

Information will be made available to all nations to monitor the pollution of the
air and water throughout the planet, daily. These same sensors will detect illicit
military production as it changes the pollution in its environment. Geologic surveys
from outer space will help all nations locate oil and mineral and other natural re-
sources. Global forestry management services and water management services will help
all nations toward maximum productivity to meet their human needs.
T eee Changed Character of Government-Sponsored Research
Faculty, student and public support for government-sponsored research will grow
to encourage the pioneering of peace technology... war safety control intelligence...
war prevention control experiments...global development services.. .with research and
development directed toward pro-human purposes.
All cooperating nations will be invited to participate in continuing series of
war prevention games, seminars, workshops and conferences, (Where war games test the
proficiency of nations in destroying each other, war prevention games will test the
proficiency of nations in protecting each other from war.)
New kinds of multi-national military colleges and war prevention colleges will
study future law enforcement structures to enforce world safety law, and to maintain
lasting world peace, instead of to wage world war.
New kinds of multi-national engineering institutes and strategic 'think-factories'
will pioneer the technical aspects of planetary armed forces management systems,
eventually to bring an end to war.
New kinds of economics schools and business colleges will project new concepts
of global organization to manage Earth-orbiting satellites and other global services,
in the interest of all nations, rather than in the interest of the superpowers.
New kinds of law schools and bar associations and world law institutes will
continue to pioneer new concepts of inter-nation conflict law, and undersea resource
management law, and other unprecedented imperatives forplanet-wide law, and enforce-
ment power.
New kinds of political science colleges and schools of diplomacy will study
unprecedented checks and balances and controls for the new world organization, or
reconstituted United Nations of the future, in which all nations will find national
security.. .and in which all nations will find national independence.
A New American Purpose
After World War I the League of Nations was established to bring an end to war.
It was not gi-..s, authority or power to achieve this objective. Then after World War II
the United Nations-wao established to bring an end to war. It was not given authority
or power to achieve this objective. If we wait until after World War III to create
the global public authority capable, in fact, of bringing an end to war...it will
be too late. One thing is certain: no progress will be made through present global
strategies of the two superpowers or until a massive research and development and
testing commitment is made, and maintained, firmly committed to this goal of a
future free from war.
