Clair, former Assistant Secretary of the Senate, about the interest of Dr. Arval Tharp, OMS, in physical fitness programs in the Senate. St. Clair referred me to Dr. Freeman Gary, a physician for the Senate. I had a nice chat with Dr. Cary (a Navy admiral) and made arrangements for Dr. Tharp to be in direct contact with him. 13. (Internal Use Only - GLC) LIAISON Called Chairman. John Flynt (D., Ga.), House Committee on Standards of Official Conduct, to tell, him that the Committee staff had been in touch with our people indicating that changes had been made to improve the Committee's security and that we could resume our negotiations with them. Chairman Flynt said this was not the case and in fact was quite emphatic that he did not feel he could execute a Memorandum of Understanding on behalf of the Committee under the present situation in the Committee and we were not to have further dealings with the staff until he notified us to do so. I thanked the Chairman for his advice and told him that we would advise the staff of our conversation with him. (As a matter of interest, I tried to reach Philip Lacovara, Special Counsel of the Committee, prior to calling Chairman Flynt, but he was out of town. I will try to reach him again tomorrow. ) ].4. (Internal Use Only - GLC) LIAISON Talked to Frank Sullivan, Staff Director, Senate Armed Services Committee, about the procedures followed by the Committee in the recent reorganization plans that were submitted by the Department of Defense and also talked with Sullivan about the action being taken by the house/Senate Armed Services Co:z mittees conferees on the Defense Appropriation bill today. It has interest and implication from an Intelligence Community standpoint. I also talked with Guy McConnell and Jim Fellenbaum, both of the Senate Appropriations Committee staff,. on this subject. (See Memorandum for the Record.) 15. (Unclassified - GLC) LIAISON Called Robert Brauer, Administrativ( Assistant to Representative Ronald Dellums (D., Calif.), to ask hixn to pass a message to the Congressman that representatives of NPIC would be meeting with the I3allou High School P. P.T.A. tonight and I thought the Congressman would like to know. (We are to meet with Mr. Dellums on the matter of NPIC assistance to Ballou High School. tomorrow.) Brauer said he thought it was a good idea for our people to go to Ballou and explain the background of the assistance which NPIC employees were giving in providing instruction on computers and he said they would look forward to seeing us tomorrow.
