1. The attached report on the subject by the Chairman, Committee
on Overhead Reconnaissance (COMOR), is circulated for the information
of the United States Intelligence Board (USIB).
2. It is not contemplated that the attached report will be placed
on the USIB agenda unless a USIB Principal so requests prior to the
close of business on Friday, 19 August 1966. In the absence of such a
request, it will be considered for record purposes that USIB "noted"
the subject report on that date.

1. The following is a report on photographic coverage of:
a. 176 priority targets in South China and North Vietnam;
b. Targets in Laos adjacent to the South China border;
c. Targets in the Sino-Indian border area.
South China/North Vietnam
2,. According to field reporting, one BLUE SPRINGS and five BLUE
TREE missions, flown during the reporting period, provided coverage of eight
priority targets in North Vietnam.
3. The National Photographic Interpretation Center reported that
GRC U-2 Mission flown in the previous reporting period, photographed 25X1
ten priority targets in the Swatow area of South China. Photography on six of
the targets satisfied base line/surveillance coverage requirements. GRC U-Z
Mission covered part of Hainan Island and then aborted 25X1
due to equipment malfunction.
4. Tab A shows 70 of the 176 priority targets in South China and
North Vietnam on which satisfactory base line/surveillance coverage has been
obtained since I March 1966. The base line coverage was increased by seven
targets as a result of GRC Mission and a BLUE 25X1
TREE mission, all flown in previous reporting periods. These missions and
other BLUE TREE and BLUE SPRINGS missions flown in previous reporting
periods provided surveillance coverage of nine priority targets.

5. The number of times each target was satisfactorily covered is
shown in Tab A as well as the dates of initial and most recent satisfactory
coverage since 1 March 1966. This information is provided in order to record
the progress in obtaining base line coverage and the frequency in surveillance
of the priority targets in South China and North Vietnam.
6. As a matter of record, the map at Tab B shows both high and
low resolution coverage reported as acquired on priority targets in South China/
North Vietnam since 19 July 1966.

of targets in this area obtained since 19 July 1966.
