1. Attached is the Committee on Overhead Reconnaissance
(COMOR) report on high-altitude photographic coverage of Cuba for the
period of 3 October - 30 October 1966, which is circulated for the
information of the United States Intelligence Board (USIB).
2, It is not planned to schedule this report on the USIB agenda
for discussion unless specifically requested by a Board Member to do so
prior to the close of business on Friday, 4 November 1966. In the absence
of such a request, it will be considered for record purposes that USIB

MEMORANDUM FOR: United States Intelligence Board
SUBJECT: COMOR Report on High-Altitude Photographic.
Coverage of Cuba, 3 October - 30 October 1966

1. The results achieved in response to USIB requirements
for GLASS LAMP coverage of Cuba (see reference) are reported for
the 3 October - 30 October period as follows:
a. About 90 percent coverage of the territory of Cuba
with interpretable photography at least once every four weeks.
Cumulative area coverage for the 28-day period
amounted to 61 percent. The areas not covered
(see map attached) are not judged to require
special coverage.
b. Unless time of year, weather, or other operational
factors preclude such planning, missions should be flown on
a random basis and spread over the four-week period rather
than being concentrated.
Six missions were flown during the period
as follows:
Adverse weather prevailed throughout the period,
resultin in three of the missions,
I attaining respectively only 7, 4,
and 2 percent coverage. The overall Cuban
coverage requirement is under review and
COMOR expects to report on it before the
end of the month.

c. Coverage of specific targets in response to a need
as determined by COMOR or higher authority for confirmation
or denial of information received from other sources.
No special coverage was requested.
2. In its readout NPIC pays particular attention to any activity
which might indicate an attempt to reintroduce or deploy offensive
weapons systems. No such activity has been observed during this period.
3. Conclusion: Although the USIB requirement for high-
altitude reconnaissance of Cuba fell short by about 29 percent for the
period 3 October - 30 October, other intelligence available to COMOR
did not suggest any need for special efforts to obtain photography.
4. Recommendation: That the Board mote this report.
