1. At the request of the CIA member of USIB, the attached. draft of a
revised version of the Priority National Intelligence Objectives (PNIOs)
is circulated for consideration by the USIB as a replacement for the
previous version last distributed as DCID No. 1/3 effective on 1 July 1966
(reference b. ).
2. As indicated by Admiral Taylor at the 29 June 1967 Board meeting
(reference a. ), the CIA has been making a careful review of the PNIOs,
in connection with a comprehensive look at the entire requirements
problem, in an effort to sharpen the PNIOs so that they more truly reflect
national priorities. Following the Board's concurrence in. a postponement
of the regular annual review of the PNIOs, CIA has completed its study
and proposes the attached draft of a revised DCID No. 1/3 to supersede
the previous version.
. 3. It is planned to schedule the attachment on the agenda of an early
USIB meeting.
