On 31 December 1965, USIB authorized COMUSMACV to release certain military intelligence information to the several Free World Military Assistance Forces in Vietnam. By this action, USIB permitted an exception to the restrictions in Paragraph 6.b.(1) of DCID 1/7 to provide access by friendly forces to non-sensitive classified information on hostile activity in Vietnam, Laos and Cambodia. In granting the exception, USIB stipulated that it would be reviewed annually, to determine that it was still required. 2. General Carroll, in the attached memorandum, states that the exception is still required, and recommends that USIB reaffirm the exception far the duration of hostilities in Vietnam, The Clandestine Services concur with General Carroll's recommendation, It is recommended that you concur. 25X1 R.
