1'. Although this 'estimate recognized that many French citizens
were dissatisfied with the Fourth Republic, it concluded: "we do
not think that there is any immediate prospect that the Republic will
be overthrown. The Communist do not now have the capability, and
the extreme right lacks leaders, followers and a program.
Government as usual will probably continue".
2. The basic reason for this erroneous conclusion was our
belief that the Armed Forces would not assist in an overthmow
of the Fourth Republic.
3. The error in the conclusion "that government as usual will
probably continue" was reflected in other judgments contained in
the estimate.
