1. The attached post-mortem, noted by USIB on 18 July 1961,
is circulated for information.
2. USIB agencies are requested to take appropriate action to
attempt to remedy the intelligence deficiencies indicated in the
post-mortem.

Developments in and with respect to Cuba
dated 18 July 1961
We recognize the need to determine more precisely the following:
a. The extent to which Latin American groups following the
Castro line are directly linked with, or act under instructions from,
the Cuban regime.
b. The extent to which groups aligned with Castro are linked
with or directed by the Communists as distinct from Castro.
c. The dimensions of the Castro and/or the Communist effort
among the peasantry in the various Latin American countries,
especially in the Andean countries of South America and others with
large Indian communities.
