The attached memorandum on the subject from the
Chairman, Committee on Exchanges, is circulated for Board informa-
tion. It relates directly to the Board's discussion at the 19 February
USIB meeting (reference).

SUBJECT : COMEX Assessment of US Intel l igence Benefits from
Exchanges
REFERENCE : USIB-M-716, 19 February 1976
1. Paragraph 3 of referent summarizes various comments at
the 19 February 1976 USIB meeting on a Department of State reguest
for a COMEX assessment of the US intelligence benefits fro
exchanges.
2. Since the USIB meeting, I have met with Department of State
representatives and their original request has been modified. Instead
of attempting a relatively quick overall assessment limited to the
US intelligence benefits from the exchanges since 1972, COMEX will
request Community an in preparing from 10-12
evaluations of net U enefits. The results
