Director of Central Intelligence on 15 April 1976 with the concurrence
of USIB.
2.1 was prepared as a working guide for the use of
all U. S. Government personnel who may at any time be involved in the
handling and reporting of critical information. To this end, USIB
member agencies are encouraged to giveF_ wide dissemination
to their operating elements both in the U. S. and abroad. Other U. S.
departments and agencies will be similarly advised via separate corres-
pondence.
3. The Attachment to DCID is circulated herewith for infor -
mation and appropriate implementation. Copies of this directive will
also be printed in the established DCID format and disseminated at an
early date to holders of th
