HIGHLIGHTS OF DECEMBER DCI COMMITTEE REPORTS
Draft of letter for DCI's signature to SecDef seeking
greater DOD participation in support of COMEX nearing
completion. Report submitted to D/DCI/IC on 29 December
summarizing COMEX commissioned studies on US-USSR Bilaterals
to be renegotiated by May 1977.
Committee expects to complete work on Terrorism Study
this month and will report to NFIB. At the request of the
IC Staff, the Committee is outlining possible improvements
to the intelligence effort on nuclear proliferation. The
outline is expected to be completed by 15 January.
Latin American Economic Alert List published in
December, Soviet one being prepared. Nothing requiring
CFI or NFIB action anticipated this month.
Chairman intends to recommend to the D/DCI/IC that
the NFIB take note of the Committee's proposal to
discontinue the publication of Current Intelligence
Reporting Lists (CIRLs) on all non-communist areas and
instead to initiate a pilot project to issue some "regional
guidance" on certain geographic areas. Chairman ready to
report to NFIB on FOCUS.
Micrographics Working Group paper entitled DCI Policy
on Standards for Microfiche Copies of Intelligence Document s
will be-submitted to NFIB and forwarded to the DCI for
implementation. Plans are to make it an annex to DCID 1/4.
Telecommunications Working Group, established at the direction
of D/DCI/IC, will hold its first meeting early this month.

No activities which will require NFIB or CFI action
anticipated for next month.
Action on DCID 1/19 concerning nondisclosure agreements
has reached an impasse which the CIA General Counsel is still
seeking to resolve. Three other DCIDs are in various stages
of drafting and review, at some point but not during the next 25X1
month, they will be forwarded to NFIB for action.
It is not anticipated that any of the studies in progress
will require CFI or NFIB action during the month of January.

I. Highlights
A. A report has been submitted to the D/DCI/IC summarizing the nine
COMEX commissioned Intelligence Gain-Technological Loss analyses and
recommendations on the US-USSR Bilaterals to be renegotiated prior to
Executive Secretary of the Interdepartmental Committee on Internal
Security (ICIS) on the history, functions, and activities of COMEX.
C. The Chairman, as requested by the D/DCI/IC, prepared a draft
letter to the Secretary of Defense for the DCI's signature to seek
greater DoD participation in support of COMEX. The draft is being
finalized.

OCR, the practicality of combining the OCR and CO EX collation of
information or the data bases of OCR and
COMEX. It was decided that because UCK and the COMEX Secretariat were
geographically se ara ed successful combination of these two efforts
was impractical.
E. Fifteen Intelligence Opinions were completed during December and
submitted to the Department of State (See December 1976 Completed/
Pending COMEX Actions).

A. The Deputy Chairman will audit meetings of the ICIS Standing
Committee as was cited in last month's report. There were no meetings
during the month.
B. The Secretariat is finalizing its Index of Analytical Competence
and Intelligence Interest and expects to disseminate it in early January
1977.
C. Eleven Pending Opinion Requests are being circulated within the
Community for gain/loss responses (See December 1976 Completed/ Pending
COMEX Actions).

COMIREX MONTHLY REPORT
(December 1976)
During December, COMIREX activity continued to focus on Community 25X1
preparations and readiness for with particular emphasis
on the COMIREX Automated Management System (CAMS) functions. Special
operational exercises emphasizing near-real-time requirements and the use
of CAMS were conducted with DIA and NSA. A major effort was carried
out by ICRS and EXSUBCOM to bring current the CAMS operational tasking/ 25X1
requirements data base and bring it into full synchronizatio

to the Community. In conjunction with the NRO Program Office, considerable
attention was 2iv en to assuring Community understanding of activities planned
uring the post-launch system initialization, calibration, and

In response to the request from the Acting Director, NRO, a major
effort was inaugurated during the month to provide summary documentation
on imagery requirements and utility in support of the FY 1978 NRP budget
justification submission for Congress. As a major facet of the ongoing
post-IOC studies in support of CF1 1977 deliberations, emphasis was
placed during the month on the coordination of schedules to meet CFI
milestones and the development of advanced area search strategies and
format of requirements formulation. A senior COMIREX Staff officer was
designated to serve as the focal point, and coordinator for integration of
ongoing Community-sponsored activities associated with development of
refined standing requirements for broad area collection and their appli-
cation in post-IOC studies.
Also during the month, guidance was forwarded to the NRO for
future launch schedule planning and for current imagery satellite missions.

In the security/control field, Community comments on the revised
draft T-KH Security Control Manual were consolidated and circulated for
further review in preparation for a concentrated COMIREX review and
forwarding for DCI/NFIB approval,
II. WORK IN PROGRESS
A. Requirements Data for FY 1978 NRP Budget Justification.
An intensive staff effort was underway during the month in developing
data and documentation responsive to the 2 December request of the
Acting Director, NRO, for COMIREX support in preparation of that
portion of the NRO's FY 78 Congressional Justification Book pertaining
to collection requirements, requirements satisfaction, and performance
highlights (see COMIREX-D-13. 16/23) . The COMIREX submission for
the FY 77 NRP Budget Justification (COMIREX-D-13.16/22, 22 January
1976) provides the reference base and point of departure for the
current effort. Inputs were requested (OPCEN 6990) and received
from COMIREX member organizations.
B. CFI Support. Staff effort continued during the month
in the follow-on to CFI decisions on the NRP budget. The Post-IOC
Study coordinator is preparing a study plan and status report for the
CFI and the Community.
Guidance for NRO Planning. In response to the NRO's
request, Community guidance
was approved by COM.t(EX and forwarded to the NRO on-2 December
(COMIREX-D-14.6/ 17) .

25X1 E. (Imagery Exploitation Requirements Review. Pursuant
to the DDCI's 19 October request and the Chairman, COMIREX, 1 November
interim response, the COMIREX EXSUBCOM carried out a thorough review
of the present guidance to NPIC and Departmental photo-interpreter
organizations for exploitation and reporting of overhead reconnaissance
25X1 imagery The EXSUBCOM report on the results of the review
and generally affirming extant guidance was forwarded to the DDCI
on 16 December.
G. COMIREX Automated Management System (CAMS). In
December, Chairman, COMIREX, and Chairman, CADCOG, wet several
times with the CAMS Project managers (ODP/CIA) to review the CAMS
operational status and the initialization of the CAMS and CPAT data
bases planning as well as problem areas and
priorities. The CIA Of ice of Training has begun development of a
new comprehensive CAMS training program for Community personnel
in CY 1977 (see COMIREX-D-13.7/73, 7 December 1976). During the
month two additional CAMS terminals were delivered to DIA at the
Pentagon. The second meeting of the CAMS User Group was held
on 3 December. DIA and NPIC CAMS interface tests took place
between 6 and 10 December. The CPAT/COMIIREX Working Group
met to discuss the COMIREX/DDP interface.

H. Standing Imagery Collection Requirements (Target Surveil-
lance Problem-Oriented Sets). Staff editing on the final version is
pending, preparatory to forwarding for DCI/NFIB approval. The
supplementing documentation prepared by ICRS -- Problem-Oriented
Set Descriptions, which amplifies the standing imagery surveillance
collection requirements -- was forwarded in December for reproduction
and distribution to the Intelligence Community (COMIREX-D-14.4/7),

SUBJECT: Ongoing/Pending CCPC Actions
I. Highlights--Major Milestone
A. On 16 December 1976, NFIB considered the CCPC
Study on Intelligence Activities Against Illicit Narcotics
Trafficking and endorsed its conclusions and recommendations
as amended. The DCI directed the Intelligence Community
Staff in consultation with the Department of Justice and
the Drug Enforcement Administration to consider revision
of Executive Order 11905 to include the intelligence
elements of DEA in the membership of the foreign intelli-
gence community for narcotics intelligence matters to
facilitate the coordination of foreign narcotics intelligence
programs. The DCI also directed that the study with
revisions be forwarded to the National Security Council
for action on those recommendations which transcend
Intelligence Community purview. The letter is to include
the consensus of the Board that DEA not be made a member
of the NFIB. One of the recommendations approved by NFIB
was that CFI be asked to consider the proposal of establishing
a multidisciplinary team of experts, under CIA's leadership,
to analyze the worldwide opium poppy crop.
B. The CCPC Narcotics Study is a landmark from the
point of view of the international community in taking the
initiative to try to arrive at solutions of problems
involving both the community as well as Federal departments
and agencies which are not members of the community.

Highlights
1. The principal Lopic at the 13 December HRC
meeting was consideration of a proposal to curtail the
Current Intelligence Reporting List (CIRL) program.
The CIRL program (23 issues per year, 8 regional volumes)
has been sponsored by the IIRC since early 1973; during
recent years the program has been subjected to a number of
reviews and user surveys. The Chairman of the Guidance
and Rnniii rrmnntc Snhrnmmi.ttee, in a recent communication
e publication ot the CIRL on all non-communist areas.
Publications on the USSR, the PRC and North Korea, and
Eastern Europe would continue to he issued every four months.

Program (HRC-C-76-049) was "noted" by NFIB Principals as

the totality of HRC activity, including FOCUS.
3. There was considerable activity during the month on
the FOCUS Program, including reporting assessments on South
Africa and Cuba. Also during the month, the Plans and Pro-
gramming Subcommittee completed its revision of the National
Foreign Intelligence Plan for Human Resources (NPHR). On
25X1 23 December, agreed to a request from the
Chairman, Scientitic and Technical Intelligence Committee,
to assist in improving certain SET reporting from the field.
A STIC representative will brief the HRC in the near future on
his findings regarding the reporting situation in Europe.

1. FOCUS. A completed FOCUS as been sent
to the DCI; next it will be sent t 25X1

under cover of a DCI letter. At t P end o December
Part II--Action Reviews were sent
to Subcommittee members for t eir review an approval.
These FOCUS studies should be completed within the next
several weeks. Earlier in the month, a Reporting Assessment
seminar was held on South Africa; several drafts of the NI0
report'have been sent to participants for their comments and
suggestions. Also, a Special FOCUS was begun, in
response to a recent request from the DD-CT. There are five
phases projected for this pioneer all-source assessment
effort. The first nhase- -establishintentative future
information needs as ascertained from key policy-
makers--was completed y the NIO in mid-November. An all-day
meeting of reporting users on 9 December followed up by a
half-day session on 13 December moved into the next phase--
evaluation of all-source reporting against information needs
and identification of reporting gaps and requirements. The
is working on the Part I--Reporting Assess-
ment. Next a prioritized summary of significant information
needs where special attention is required' will be presented
to NFIB. Follow-up activity will include action by the
three collection committees and the development of a collec-
tion strategy, to be sent to NFIB for n- ting. The target
date for completion is early February.
2. National Foreign Intelligence Plan for Human
Resources (I HR The suggestions of RC members and of
the c airmen of other HRC Subcommittees have been con-
sidered by the Plans and Programming Subcommittee in the
development of a revised draft of the NPHR. That draft
has now been completed and approved by the P&P Subcommittee.
It has been sent to the HRC members for their review
and will be considered by the HRC at its first meeting
in January 1977.

4. R&D Review, he R&D Subcommittee
Chairman, briefed the' CFI Intelligence Research and Develop-
ment Council on 13 October a out the Human Resources RF,D
Program. in a letter to the DCI dated
15 November, commente on t at briefing; noted that
the Council in six months will review the R&D Program
recommendations on personnel selection techniques and
interpersonal skills enhancement-programs to be developed
by the HRC R&D Subcommittee; and urged that managerial
attention be called to the need for more stable program
funding in human resources research. The RFD Subcommittee
now is examining how funding for human resource R&D pro-
posals might best receive appropriate attention :from an
Intelligence Community point of view. Any viable alter-
natives will be included in a proposed DCI response to
letter. Also, on 16 December,
Chairman briefed the DIA Scientific Advisory Committee
on Human Resources R&D Subcommittee activities.
5. Improving Community Reporting on Sub-Saharan
Africa. concurrent with approval by the DCI of the new
National Intelligence Requirements on Sub,-Saharan Africa,
CIA and FBIS prepared proposals for augmentation of
t eir resources throughout the area aimed at achieving
the desired additional information coverage. However,
the panel of Community analysts which initially had met
with NIO to examine Community reporting on
Sub-Sahara Africa had found the reportin to be deficient 25X1
only in some respects. This led NIO to
recommend against action on the resource proposals until
the Community could examine requirements, assess current
reporting against those requirements, and identify gaps.
Once this was done, the HRC Secretariat. to ether with
other elpments of the TC Stafi and the UNCODED
sought to measure resources against the requirements as a
means for forming judgments on requests to assign resources
to Sub-Sahara Africa. The requirements which were
elaborated as a result of this overall effort are also
being submitted to the HRC Guidance and Requirements
Subcommittee for appropriate action in preparing collection
guidance for human resource collectors.
6. Other Guidance Activity. The Guidance and Require-
ments Subcommittee continues to experiment with various
approaches to providing coordinated, interagency, prioritized
guidance to Chiefs of Mission. Guidance packages are to

standards for the Intelligence Community.

DCI Policy on Standards for Microfiche Copies of Intelligence Documents
has been unanimously approved by the IHC members. NFIB considera-
tion and DCI implementing action will be sought.

included. Upon completion of this review, FPA will merge the two
secCons and prepare the draft Directory. This Directory will be dis-
cussed at the next Intelligence and Operations Center Conference which
is planned for April 1977 and is to be held
the assignment of personnel and funding for the Working Group, present
problems which will require high level cooperation to resolve. The
Panel was in agreement that the DCI has the authority to promulgate
"program" data standards for the Intelligence Community, and will
confirm this in discussions with the National Bureau of Standards at the

4. IHC Data Standards Panel Meeting
The regular monthly meeting of the IHC Data Standards Panel was
held on 6 December 1976. The principal subject for discussion was the
proposed Interagency Working Group to work full time on developing
data standards for the intelligence Community. It was the consensus
of the Panel that this Group should report to the Il--IC through the IHC
Data Standards Panel to reflect total community requirements. An

The IHC Micrographics Working Group held its regular monthly
meeting on 15 December 1976. The principal current concern of the
Group is the acceptance and promulgation of a paper which it has pre-
pared setting forth DCI Policy on Standards for Microfiche Copies of
Intelligence Documents. This policy, which we plan to make an annex
to DCID 1 /4, has been unanimously concurred in by the IHC by vote sheet
action, and now will be submitted for NFIB consideration and DCI action.

WASHFAX III had been scheduled to be available about coincident
with the move of the IC Staff and for this reason
it was believed that WASHFAX II would not be required. We have
determined that WASHFAX III is running about three months behind
schedule and that the current estimate for installation in the Community
is June 1977. Accordingly it has been recommended that provision be
made for the installation of WASHFAX II
9. Community Information Handling System (CIHS) Planning
Efforts continue to collect and evaluate the best opinions of experts
both in and out of government with respect to this complex problem, and
to identify the most appropriate method to attack it. This spring, the
IHC will be tasked to collect a current data base describing the com-
munity's present ADP systems. There appears to be general agreement
that the most fruitful approach is to direct our efforts toward planning
10-15 years in the future (1985-1990) because of the complexity of moving
the Community from individual ADP systems toward community-wide
shared capabilities. We are also generally advised that the problem is
of a complexity that requires sizeable efforts of competent outside con-
tractors. Most frequently, it is proposed that a short-term study (some
3 months) be initiated to assess the most immediate program /budget
issues that the Community will face this spring, and to outline the
structure of the principal planning study. Significant progress depends
directly,on the availability of funds to pursue these studies.

MONTHLY REPORT

1. Highlights
a, The working group writing a proposed DCID on Com-
partmentation has projected the completion of a consensus draft
in January 1977 for consideration by the Compartmentation Sub-
committee. It is anticipated that this will require NFIB action
within the next ninety days.
II. Work in Progress
a. Action on proposed DCID 1/19 concerning nondisclosure
agreements for access to sources and methods information is pending
the results of the CIA General Counsel review of the current positions
maintained in the Community concerning the scope of the DCID. It
appears that the current impasse is caused by all parties standing
firm in their positions regarding the "classified sources and methods"
issue. The CIA General Counsel is studying ways?,to resolve this
impasse.
b. The proposed DCID on duty and travel restrictions for
persons with access to SCI is still delayed pending the Community
legal opinion. We have been advised that a response from the
Department of State is still outstanding. The action officer in the
Office of General Counsel, CIA has advised that the completed
action should be received by the Security Committee in early January
1977, after which it will be forwarded to NFIB.

c. An examination of DCID 1/7 control markings was made due
to concern expressed over the-use of additional handling and dissemi-
nation controls in the Community. The use of internal control markings
which agencies considered pertinent to its needs and carried over on
general dissemination products presented problems for offices respon-
sible for indexing and coding of these materials as well as the continued
security protection required because of these markings. It was con-
cluded that DCID 1/7, as written, provides adequate guidance for the
use of community control markings and that the Intelligence Community
libraries will only recognize those.
d. DCID 1/14 was reviewed to determine if adequate due process
was provided for persons who might be denied access to SCI under the
provisions of the DCID. It was concluded that the Intelligence Community
agencies have adequate internal review and appeal procedures and that
the significant differences among the programs mitigate against uni-
formity. Also, the establishment of review or appeal procedures is
discretionary by the Senior Intelligence Officer.

Neither CFI r.or NFIB attention is anticipated for the
work in progress listed in paragraph II. below.
The Assessment of Soviet ICBM Accura:y was the
only major action completed during December. The study
was prepared as a reference, as well as an update, to
the ICBM accuracy input for NIE 11-3/8-76. The WSSIC
reviewed and appr)ved the report as amended on 7 December
1976. Publication is expected in early February 1977.
a. New Activi ties Undertaken During the Reporting
b. Ongoing Activities .
(1) The Soviet BACKFIRE Bomber. An assess-
ment of the Soviet BACKFIRE bomber was requested by NIO/SP
memorandum to USIB dated 2 February 1976 (USIB-D-14.1/62).
A study outline was provided to the NIO/SP on 7 April 1976.
Because analysis of the basic problem and the review process
have proven more difficult and time consuming than originally
anticipated, the target date is now Spring 1977.
(2) Anti-Tank Guided Missile Study. Self
initiated. The WSSIC has approved a Ground Weapon Systems
Subcommittee proposal to prepare a current assessment of
Soviet anti-tank guided missiles. This study will be
completed in January 19 7 7.
