Detailed proposais have been submitted to the Chinese by the EEC Commission in Brus - sels. These may lead to an exchange of uranium experts and po~sibly to sales of Chinese uranium to the com~nity. Although the joint plan is still only a couunission proposal and has ~+et to receive ~ _ the backing of inember governments, its significance lies in the fact+that it was the Chinese who made the first approach. Last April a team of EEC aff icials and geologists from several lEuropean countries visited China for talks. They were allowed ta inspect uranium mines and processing - fa~ilities--the first Westerners ever to do so. T~e team was led by Dr Michael Davies, then the commission's director of uranium. The team ~as received at the highest le:~el ~nd it was indicated according t~ one member, that the Chinese were keen to establish technical links with the EEC. Such. links were broken off with the RussiLans in 196Q. That visit was followed three weeks ago by a delegation led by 3ir Roy Denman, _ the co~nission's external affairs chief, hThich put a series rf detailed proposals to the Chinese. The Chinese are keen to get European help to convert their existing ~efining facil- ities to meet international commercial standards and the EEC delegation was told China would w3.sh to seell uranium to the community. China's uranium operations are a closely guarded secret and come under direct army control. Official figures for reserves are not available. Some Western estimates ~ut them a.s high as 800,OU0 tons, which would make China potentially one of the world's majcr producers. The commission will shortly propose to member governments the exchange of experts from Britain, Fr~nce, Italy and Denmark. China also has a strong anti-nuclear lobby, which favours develop- ing coal reserves instead of pushign ah~ad with nu~clear power. EEC misgivingg may arise following recent reports of the sale of unsafegua.rded _ Chinese uranium to South Africa. Peking has hotly denied the reports.
