~ion to the interests of water transportation only in the course of the decade be-

of Cl~c f]c~w of Siberian rivers into the basin of the Aral Sea can be about 650 mil-
lion rubles of reduced expenditures, which is cou~ensurable with the cost of con-
struction of the compensating hydraulic complexes.
I.n the case of implementation of such a regime for the regulation of streamflow of
whicti navigation in the reaches beloW the water intake sites ceases completely,
as an alternative it is neceseary to consider an alternative variant for the de-
livery of freight by land forma of transportation. According to the general scheme
for the development of the Ob'-Irtysh basin, in the plans for the considered
future period no provision is made for the construction of a railroad in the Far
I'Ic,rttl region of Tyumenskaya Oblast. Accordingly, the handling of freight must be
asaigned to truck transportation. According to report data, the cost of handling
freight in this region by truck transpur~: is 106 kopecks/10 ton-km, or 50 times
greater than the cost of water transport [2]. In this case the losses to the
national economy will increase relative to the above-mentioned values.
'i'he increase in the cost of delivery of freight and the loss to the national econ-
omy have not been fully calculated. Unfortunately, there is no method for ascer-
taining the negaCive influence from total cessation of navigation on the socio-
ecc~nomic development of coastal regions.
~~11 tl~e major water management measures carried out on river routes must be solved
From an integr~it~d approach, taking into account all the branches of the national
economy interested in water, as provided for in [4]. In order to meet this require-
ment, among the planning studies in all stages an evaluation of the influence of
wtthdrawal of flow on the development of water transport must be included as an
mandatory part of the technical-economic evaluation of the positive and negative
influences of planning measures on navigation conditions along river routes and
the routes along which the flow is to be diverted.
