MORPHINE ADDICT SENTENCED--Mark Richard Diakinson~ 23-year-old
unemployed saleeman~ of Gloeter Street~ Subiaco~ wae eentenced
on 8 February to 4 years' imprisonment on charges of posseeging
and supplying morphine. Dickinson was charged with poesesaion
of 6 grame of morphine and with seii~ng 40o milligrama of it
in Perth in Aug~let 19?8. The presiding 3udge said that Dickin-
son had been involv~d with drugs aince 19?4. He had been
placed on probation then~ but had breached it within a year and
had since been convicted of a wide rsnge of crimes associated
with his drug addiction. The ~udge said that he accepted that
the person to whom Dickinson eold the morphine was also an ad-
dict~ and that Dickineon had bought the morphine in the firet _
place to satisfy his own addiction and not to malce money.
_ These facts brought the crime into a lower order of gravity.

Narcotice Suppreasion police yesterday afternoon raided a house in Soi
Klongtan off Sukhumvit Road. The house tiras oWned by Prasert Chotesad-
thikul whose activitiee had been closely Watched by police for some time.
Ten morphine blocke were found in the trunk of a Toyota Crow sedan
allegedly belonging to Presert.
Three others~ Prasert'e vife Niphaporn, Mr Pengkui sae Lim a~d his aife~
Mre. Muey, aho attempted to escape during the police raid ~ere erreeted
for alleged involvement ~?ith the drugs.
Later, police picked up the four pereone' relstives, Prachuab Chotesa~i-
thikul and hie wife, Wanida from their house in Soi Charoen~ai, off Soi -
Ekamai.
Another eight blocks of morphine and three bathrobee aad a ta+~el coated
with No 4 heroin were found hidden in � suitcase in a roas of their
houae.
The alleged drugs courier, identified aa Boos~ee Promsa-nga, a resident
of Mae Sai District of Chiang Rai Province, vae arreeted follos~ring a
raid on hie rented house in Soi Ruammitr off Chan Road, ~here he etayed
while in Baagkok. ~
The seven peraone initially denied chsrges of poeseaeing morphine aad
heroin with intent to sell.
They have beea handed over to the Crime Suppreseioa polica for further
detentioa a~d queationing.

REDUCTION NOTED IN OPIUM POPPY CULTIVATION IN AFYON

[Text] As a result of a Minieterial Council deciaion to reduce the amount
of land which may be plant~d in opium poppies from 5 dekare to 3 dekara,
it has been learned that opium poppy cultivatian in Afyon adminiatrative
dietrict and surrounding villagea hae dropped from 50,000 dekare to 21,000
� dekars.
With a reduction in the amount of land a family may plant in opium poppies
from 5 dekara to 3 dekara in 1978, 3,000 familiea have given up opivm
poppy cultivation and, thus, fields under opium poppy cultivation have
dropped by 68 percent in comparison to the figure for 1978. In 1978, 10,000
families cultivating 50,000 dekars of opium poppiea produced 1,500 tona of
opium capaules and received in exchange 37.5 million lira.
As a result of the reduction in permissable cultivation to 3 dekara, 7,000
families received permiasion to cultivate a total of 21,000 dekars of land.
The producera, pointing out that "the Ministerial Council deciaion hae
left them in a difficult position," requested that "the amount of permis-
sable cultivation be raised once again to 5 dekars." They atated: "If
the limit ie not raised to 5 dekars, the nation's oil needa will increase
in direct proportion to this reduction and an important source of income
will have been reatricted."
