1. A large part of the coverage of the STATSPEC
STATSPEC bureaus was tuned at - using control aci sties located in
the Key Building.
2. The Collins remote tuning system is basically a practical
one but sane improvements, primarily in the computer's programming,
STATSPEC are necessary to adapt the system to the needs of The system
is suitable for use when a technician is available at the receiving
site but its performance so far does not justify the assumption that
it can be used in unmanned operations unless a 100% backup arrangement
is provided. Since future modifications are likely, acceptance of
the system should be deferred until there has been an opportunity
to test it in its final configuration.
STATSPEC 3. The -international service and (excepting-EFE) STATSPEC
all the radioteletype services now monitored at the STATSPEC
bureaus can be printed with equal or better reception at ECB. To
these mi ht be added any high-powered shortwave broadcasts from
STATSPEC that emerge in the future. The rest of the voice
STATSPEC coverage from may as well be left where
it is.
4. Recommended programming changes:
a. I recommend several changes to the programming of the
Collins Remote tuning, system.
b. Because of the difficulties involved in tuning radio-
teletype under the present system, there should be a function
which automatically offsets the tuning of the receiver to
provide the correct heterodyne.
c. To make the receiver more effective for cruising, I
propose the incorporation of a positive delta-frequency function
and a negative delta-frequency function to allow small adjustments
to previously tuned frequencies.
d. Presumably the largest single category of use to which
the system will be put is the tuning of voice programs. In most
cases it is necessary only to specify the frequency, bandpass,
antenna, receiver, and line and/or recorder. I propose that all
of these instructions be put into a single operational code.

e. It would be useful if the present status report would
include also the antenna in use.
f. Consideration might be given to redesigning the
operational codes so that those used most commonly are the
simplest and those which would tend to impair the usefulness
of the system when misapplied would be made more complex.
