MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT
Status of National Security Programs on June 30,
1960

The President has directed that the departments and agencies responsible
for the several national security programs prepare annually reports on the
status of these programs for the information of the President and the National
Security Council. As requested by the-President, these reports should
emphasize primarily trends as of the reporting date in comparison with the
date of the preceding report as they can be reasonably projected. Such
trends should be expressed .ins: terms of an integrated appraisal of the status
of each program in achieving the objectives set forth`.in applicable national
security policies, particularly NSC 5906/1. This appraisal should take into
account not only developments in the U. S. programs but also developments
elsewhere in the Free World and in the Soviet Bloc which affect the ability
of the program to achieve policy objectives. The President has further
directed that each status report be as concise as possible consistent with
adequate presentation.
Accordingly, it is requested that the Central Intelligence Agency, in
consultation with other departments and agencies as may be appropriate,
and with the assistance of the NSC Staff, submit not later than September 1,
1960, a report on the status of the foreign intelligence program as of
June 30, 1960. The content of this report should follow the general lines
of Part 6 of NSC 5912.

GENERAL GUIDELINES FOR CONTRIBUTORS
AND PROVISIONAL OUTLINE OF
REPORT TO NSC ON STATUS- OF
FOREIGN INTELLIGENCE PROGRAM, 30 JUNE 1960
General Guidelines
Contributions to this report have been solicited from Intelligence
,Board agencies anad.s.ubpommittees and from a wide range of other
.intelligence components to insure proper recognition and assessment
of over-all trends and significant specific developments in the
community during the past fiscal year.. On the basis of these contribu-
tions the USIB Secretariat.-plans to draft and coordinate with representatives
of USIB agencies a report of roughly the same length and level of generaliza-
tionas last 'ear's final paper (USIB-D-3, 2/5, Final, 27 August 1959).
However, our emphasis will be in the direction of even more brevity of
treatment if that is feasible. Accordingly,, even though contributions are
solicited from many sources,, it will not be possible to make specific
mention or detailed comments (as we did in the past when longer reports
were,. submitted) about certain of the individual functional activities within
the -intelligence community which contribute to the overall status of the
community.
Contributions -should emphasize major developments, significant
trends, and principal emerging problems. To the extent feasible it is
desirable that these contributions be cast in the form of generalized
-.statements appropriate for inclusion in this relatively brief report;
however, such contributions should also include adequate background
..data to isup.port the generalizations and to permit evaluation of their
over-all significance, even though the final report may not contain
these detailed supporting data.
