THIS IS UNEVALUATED INFORMATION
1. About twenty representatives of the Chinese Communists are active among
the guerrillas in the vicinity of Kunlong (98-39;23-25), Malipa (98-46923-10).,
and Tai Hua San 1 on the Burma-Yunnan border.
2. In an attempt to persuade the guerrillas to return to China and support the
Chinese Communist Government., the representatives have offered the following
concessions:
a. No action will be taken against any who served with the Nationalists
if they agree to return to China.
V. Rewards will be offered to guerrillas who surrender their arms and
funds will be advanced to any who need money.
c. Security is guaranteed those who turn over their assets.
d. The private investments of those engaged in the import of foreign
medicines and other products will be protected.
