1, The Directiunea Colectari si Achizitionari (Directorate for Collection
and Acquisition - DCA) is a state enterprise which collects raw
materials such as wool and raw hides, and purchases scrap iron, non-
ferrous scrap, and vnol, cotton and glass waste. DCA is under the
Ministry of Light Industry, and its head office is located in the.
premises of the Ministry itself, This head office controls a certain
number of regional centers,
2a. The Constanta center is responsible for the entire Constanta district
and has sub-depots at Babadac, Baia, Oltina, Cobadin and Adamclisi.
The Constanta center, which employed 800 men in 1951, is located at
No. 7 Calea Avram Iancu. Its largest depot occupies. premises in the
Oborul Constanta, which formerly served as a cereals depot.
3. Ferrous and nonferrous scrap are obtained from the.f allowing sources:
a. State farms. Large quantities of ferrous and nonferrous scrap
are accumulated at various state farms (former private estates).
From 100 to 150 tons of scrap metal were purchased from each of these
farms.
b. The Army. Old tanks, guns and trucks salvaged on the field.
c. Constanta Port. Two Turkish and one small Greek ship, which ran
aground during the last war., have been dismantled. The first
yielded 600 tons, the second 700 tons, and the last 80 tons of
scrap material.
d. Constanta Shipyard. Monthly purchases of 100 tons"of scrap material.

e, Local factories receive certain scrap materials and sell others
to DCA.
4. In 1950 monthly purchases of scrap iron amounted to 200 to 300 tons.
The 1951 plan provided for monthly purchases of 400 tons, but not
more than 300. to 350 tons were bought during the first three months of
the year. Only small quantities of nonferrous scrap (bronze, brass,
zinc and lead) were purchased in 1950 and 1951. Scrap iron is bought
by DCA at 0,40 lei per kg, and sold at prices varying from 15 to 40
lei per kg. Nonferrous scrap is sold by DCA at a profit of only 10
percent. Brass is sold at 40 lei per kg., bronze at 30 lei, zinc
at 20 lei, and lead at 27 lei,
The scrap steel is distributed as follows: Resita receives 60 percent;
Titan-Nadrag-Calan receives from 15 to 20 percent; and Ferdinand receives
from 15 to 20 percent. Cast iron goes to Rieger in Sibiu, a factory
producing parts for agricultural machinery.
6. Nonferrous scrap goes to the following factories:
a. Energia, on Soseaua Murfatlar, Constanta, near the oil tanks out-
side the port. Energia produces parts for cars and agricultural
machinery. It has a foundry with one furnace for nonferrous metals
and about ten lathes, In March 1951 the factory employed from 100
to 150 workers,
b,. Concordia, also on Soseaua Murfatlar, Constanta, opposite Energia
and attached to the workshops of the Concordia Oil Company, The
factory produces cans for oil, galvanized boilers, and various
containers. DCA supplies zinc to Concordia and receives waste from
iron plates.
c o Rieger at Sibiu.
do Malaxa in Bucharest receives bronze from DCA.
e, Steaua at Galati, which makes galvanized boilers, receives zinc from
DCA,
7. The largest DCA Center, in Ploesti, made monthly purchases of 1,000. tons
of scrap material up to March 1951,
8. At the beginning of 1951 the vessel BUCEGI was in Constanta shipyard for
repair,
About the middle of 1950 a Soviet ship unloaded an unknown quantity of
drainage pipes of three to four inches in diameter in Constanta at the
wharf near the former Palatul Regineio At the same time another Soviet
ship unloaded coke at the same wharf,
10. The following DCA personalities are known:
a. Tama Cristea, General Manager, He is 40 years old, tall, and has
brown hair,
b. Ion Zaharia, Assistant Manager, He is 35 years old, medium height,
and blond,
c, Marcel Gurman, Chief Accountant, He is 38 years old, tall. and
has brown hair.
