THIS IS UNEVALUATED INFORMATION Many ammunition factories in Rumania are built either underground or half underground. Their code name is URS, followed by a number. These factories produce only parts for arms and ammunition, which are assembled elsewhere. In some cases, the parts for a single item are manufactured in ten different factories. 2. Eighty percent of the workers in these factories are Soviets (including some German war prisoners),, and 20 percent are reliable Rumanian Party members. All workers live and eat in the factories and may leave them only during the weekend. The factories are eauipped with dormitories, dining rooms, and automatic laundries. The following three factories are known: a. URS 8, underground, location not known. It employs approximately 600 to 700 workers and produces propellers for aircraft. b. URS 11, underground, location not known (either URS 8 or URS 11 is near the Doftana prison at Campina). It employs approximately 600 to 700 workers. No details are known about the production. c. URS 44, half underground, in a forest about 10 kilometers from the village of Onesti, near Targu-Ocna and Bacau. It employs approxi- mately 400 workers, and produces parts for arms and ammunition. These parts have code figures, which are used in card indexes. These cards show costs and are signed by a colonel of the Tudor Vladirnirescu Division in the War Ministry. Each card shows the code figure of the item in question, such as 1.22, A.18. Raw materials are also known by letters and figures. One item produced in this factory is A.18, an aluminum item, probably a hand grenade shaft. URS 44 can be reached by automobile in 15 minutest drive through the forest from the highway. The factory, with its large number of small windows with iron frames, and panes reinforced with wire netting, resembles a fortification. From the front, the entire building seems hidden by a thick layer of concrete, and all sides are screened by trees. The entrance to the building is about three meters above the ground and it is reported that there are three underground stories. There is a large machine hall 30 meters long and brightly illuminated,which contains a large num- ber of machines and operators. The ceiling has a skylight of thick glass reinforced with wire netting. e. The factory has its own power station and air conditioning eQu ipment. f. The general manager of URS 44 is Stoica, a former worker and an old and reliable Communist Party member. The following machinery is believed to have been imported from Eastern Germany for URS 44: 180 freight cars of machinery, inclu- ding lathes, large shaping machines, and very large two-armed presses. 4. The factories use dynamite, asbestos, tin, lead, and various chemicals of German origin. The chemicals are also marked with code letters and figures.
