THE REPRODUCTION OF"THIS FORM IS .PROHIBITED. c, The Cluj Group of Building Sites, which manages the work at the Electro Carbon Factory; 1, Sovromconstructie is a joint Soviet-Rumanian Construction Enterprise with headquarters in Bucharest. It is composed of nine trusts, or age"hcies,.all with headquarters in Bucharest and numbered from one to nine. The offices of the Sovromconstructie Noe 1 and No, 3 are located at 6 Strada C.A. Rosetti in Bucharest; other addresses are not known. Each trust manages construction work in an assigned area of the country. Sovromconstructie No, 3 carries out construction projects in the'areas of Pitesti, Targoviste, Fieni, Copsa Mica, Sinaia and Ploesti; Sovromconstructie No, 7 works in the Danube Rivers Black Sea Canal area; Sovromconstructie No, 9, which was established in 1952, works at the Metallurgical Combinat Resita (Resita Steel Mills), 2, Sovromconstructie No, 3 directs six units called Grupuri de Santiere (Groups of Construction Sites), which are identified by the name of the locality where they are working, These groups are, in turn, divided into the following Construction Sites: a.` Grupul de Santiere (The Fieni Group of Building Sites), which is directing the work at the Fieni Cement Factory,, presently being enlarged; d. The Sinaia Group of Building Sites, which repairs all villas in Sinaia, Busteni and Azuga; taken from their private owners and presently the property of the government. At Costila on Height 1500, in the vicinity of Sinaia, this group has constructed a large concrete building of a "military nature". The workers at the site believe that the building will be equipped with radar and electronics equipment and will serve as a warning post. f. The Targoviste Group of Building Sites, which was directing the following construction projects in the area of Targoviste: (1) The Argesul Tanning Products Factory which is located on the highway Pitesti-Curtea de Arges on the northwestern outskirts of Gavana village. This is a new factory still under con- struction. The works at the factory are scheduled to be completed at the end of 1952, the factory was working at one-quarter of its total productive capacity. At that time the factory was employing 350 work- ers in three shifts. The factory produces tanning products which it extracts from the waste of the saw mills of Curtea de Arges. The electric power is supplied by an overhead power line from Curtea de Arges, The high voltage is reduced by a transformer located at the point of entry into the factory. (2) The 11 Iunie Textile Factory (formerly called Textial Sfantul Gheorghe) formerly the property of Gigurtu, a Minister in pre-war Rumania, which is equipped. with 1,000 weaving machines and employs 4,000 workers in three 8-hour shifts. Sovromconstructie No,.3 performed only minor repairs at this factory. The factory has its own electric power station and is located on the Arges Pier. It produces textile materials from raw cotton. All the factory's buildings are painted white and are visible from great distances. (3) In Tais, a suburb of Targoviste, Sovromconstructie No. 3 erected military barracks and buildings for a political training school. (4) In the forest of Suta Seaca village, located 15 kilometers northeast of Gaesti, Sovromconstructie No. 3 was constructing twelve houses for the Ministry of Mines and Petroleum. Each house had two apartments which consisted of one bedroom, a dining room, a kitchen, a bathroom, a living room and a cellar. The buildings were covered with tile. At the same site a large brick building, 50 meters long and 14 meters wide, was also erected. North of this site seven wooden barracks, each 50 meters long, were constructed. These buildings were constructed to house the workers employed at the oil drilling site at Pitesti. (5) On the northern outskirts of Targoviste, Sovromconstructie No.3 has built a workshop for the Ministry of Mines and Petroleum. This workshop, called "Baia Tubulara", makes certain tools used for the drilling of oil wells. Approved For Release 2007/03/02 : CIA-RDP82-00457RO14600050005-4 Q Rumanian Enterprise (Intreprindere Romano-Metalochimica - I.MC), is located approximately five kilometers northwest of the village of Vornicul Margineariu on the Ploesti- Targoviste highway near the Mija railroad station. During World War II this factory produced ammunition for rifles and machine guns, grenades, and airplane bombs as heavy as 500 kilograms. The factory, which now is operated by the Ministry of Armed Forces, produces only ammunition for rifles and machine guns, and grenades. The factory employs approxi- mately 2,500 workers, who enter the premises only on presentation of special entry cards issued by the Bureau of Cadre and the Administration Office. 3. Sovromconstructie No. 5 was engaged in the following construction pro- jects: a. The excavation of the canal linking Mangalia Lake to the Black Sea in the area of Mangalia. b. The repair of an old, destroyed mill, formerly known as Moara Tatovici,. located in Focsani, opposite the railway station, on the eastern side of the Marasesti-Focsani railroad. In May 1952 two more floors were added to that building and new smaller buildings were under construction in.the mill yard.. These buildings were erected for use by the Fructoexport Company, a state company engaged in the export of fruits, c. The construction of a large building in a forest west of the Barcea Noua village located north of the town of Ivesti, In May 1952 five floors had already been erected by civilian workers and by members of military labor units. The construction site was connected with the Barcea railroad station by a double track narrow-gauge railroad. 4. Sovromconstructie No..6 was engaged in the following construction pro- jects: a. The construction of a highway between Mangalia and Negru-Voda in connection with the works at the Mangalia Lake-Black Sea Canal. b. The construction of a section 400 meters long on the road linking Focsani to Satul-Nou village. A curve on this road located a small distance southwest of the Satul-Nou village was straightened so that the road will pass over the railroad tracks. The works at this site were begun on 15 May 1952. Sovromconstructie No. 7 was engaged in the following construction pro- jects: a. Seven military barracks were erected at a place named Baile de Pucioasa (Sulphur Baths) on Mangalia Lake. These barracks are single- story buildings approximately 4 meters high, 40 meters long and 6 meters wide. Another 16 barracks of similar dimensions are under construction at a location 500 meters north of the first construction site Approximately 700 workers belonging . o e military labor force, as well as 300 skilled workers, were engaged in this construction project. b. An unidentified number of military barracks are also under construction at Documaci (sic), located north of Mangalia Lake. c. Barracks for the Navy were under construction at a location behind the railroad station in Mangalia. These works were being carried out by Construction Site No. 16,100. Eight military single-story barracks, 4 meters high, 40 meters long and six meters wide, were under construction 20 kilometers north of Man alia at a location called 777 Works of an unidentified nature were being carried out at Topraisar, 16 kilometers west of Carmen-Sylva and 20 kilometers southwest of Constanta. f. Works of an unidentified nature were being carried out at Basa a on the railroad between Mangalia and Constanta. g. The lengthenin of the breakwater in Mangalia harbor was being carried out byl 6. The Assistant Director was Barsan, an engineer. c. The Bookkeeping Office of the Sovromconstructie No. 3 was headed by Constantin Ionescu, d. The Political Bureau was headed by Jianu. e. The Cadre Office was headed by Eremia, and Vlad Ion was his assistant. f. The Planning Office was headed by Weber. g. The Labor and Salaries Office was headed by Hanea, an engineer. Codreanu was head of the Labor Protection Section; Marculescu was the head of the Records (State) Section; Gheorghe Ilinoiu was the chief engineer of the Norms Section and he was aided by Gheorghe Tomaide and Misu Stanescu; the Socialist Competetion Section was headed by Gheorghe Sterescu. There follows a list of the personnel employed by the Targoviste Group of Building Sites of Sovromconstructie No. 3: a. The head of the Targoviste offices was Gheorghe Paparizos, the chief engineer. b. The assistant chief engineer was Petre Ene, c. The Bookkeeping Office was headed by Ionel Rasnoveanu. The Material Inventory Section was staffed-by Ion Cosa, Stan Jianu and Adam Albu.; the Financial Control Section was staffed by Mircea Bradeanu, Apostol, and Papanu, the cashier. d. The Political Bureau was headed by Zamvir Franculescu. e. The Committee of Enterprise was presided over by Dumitru Bordanca, who was assisted by a secretary, Petre Ene. The Cultural Responsible was Maria Bolovaneanu; Responsible for Socialist Competition was Aurel Vaideanu. Chief of the Secretariat was Maria Bolovaneanu, who also worked at the Registry; Chief of Transportation was Iulianu Chitu; Chief of Equipment was Alexandrescu; and Chief of the Canteen was Ivanciu. g. The Planning Office was directed by Gheorghe Truta. h. The Labor and Salaries Office was headed by Alexandru Tomescu, who also directed the Labor Protection Section and the Records Section (State); the Norms and the Socialist Competition Sections were headed by Aurel Vaideanu. i. The Technical Bureau was headed by Dumitru Savin. 8. There follows a list of the personnel employed by the Mija Construction Site, which is directed by the Targoviste Group of Construction Sites of Sovromconstructie No. 3: b. Chief of Works No. 1 was Rau Traian. The Technical Service was headed by Gheorghe Boldur, who was. assisted by Ion Burboiu. The Chief of the Administrative Service was Niculae Gheorghiu, who was assisted by Constantin Bussis, the pontator.1 Chief normator2 was Aurel Videanu, and the storekeeper was Dumitru Burducea, who was assisted by Iosif Constantinescu. c. Chief of Works No. 2 was Emaoil Popescu, an engineer. Chief Executor of the Technical Service was Dumitru Ceara; Chief of the Administrative Service was Constantin Fratila assisted by Gheorghe Tudoran as pontator; Chief normator was Johana.
