It was for the following reasons that the officials went to Sinkiangr a. To attend the Second Representatives Plenary Session of the Chinese Communist Sinkiang Sub-Bureau.2 SECRET - 2 - b. To inspect the Non-Ferrous and Rare Metals Company3 and the Petroleum Company, both of which are under joint Sino-Soviet management. c. To inspect various national defense and industrial reconstruction projects now in progress. d. To inspect units of the Chinese Communist army stationed in Southern Sinkiang. e. To discuss with various minority racial groups in Sinkiang the problems of land reform and self government. 2. Comment. A Sian news release of 21 August 1952: stated that the Second Party Members Representatives' Conference in Sinkiang adjourned on 5 August 1952. HSI Chung-hsun was reported as the leader of the conference. 25X1 3. 4. Comment. A Sian news release of 28 August 1952 reported the first epresentative meeting of peasants and nomadic peoples in Sinkiang, at which the government's land-reform and animal-husbandry policies were explained.
