1. The harbor of Budva has been closed to permit undisturbed renovation
work on the concrete seashore battery positions, These positions were
built during the war by the Grerma. The defense works at Budva have
eight new machine gun nests and four gans of 120mm caliber,' The
underground ammunition depots and other depots have been very wet.- The
air raid shelters, 20 meters under,g othc1 level, have also been unneable-
because of dampness. The.crews.of the above mentioned seashore battery,
and the machine gun company of a marine infantry unit are in Budva,
The Narodna Armi ja (Rational Army) has announced t1aat the pre-war insignia
will be reintroduced in the Yugoslav Army. All ranks which sdo not
correspond with the national character of the peoples such as officer
cadet, marine captain 1st class, lieutenant general, et cetera.are..abslished.

.a higher rank, now camditions and. service times are prescribed. These are
valid not only for the active but also for the reserve officers, active
noncommissioned officers and military officials. The service time of a
lieutenant is now one year longer, but that of a colonel is one year
shorter. Persons with academic (eollege) degrees obtain the rank of
lieutenant after their entry into the Army, with the privilege of.serving
in this and the next rank one year less than the others. Tito, as
commander in chief, has the right to appoint any officer, regardless of his
previous rank, to any rank he desires, if the officer in question does
something extraordinary. Tarious.examinations 1a's been introduced which
must be passed before each advancements as was the custom in pre war
Yugoslavia. For reserve officers ao examinations are necespary, but the
rank of major in the reserve can be obtained only after successfully passing
an examination, Many troop exercises are obligatory for reserve officers,

In principle a Yugoslav reserve officer can never be appointed a colonel
or general in peacetime. Army leaders favor the entry of graduates of
technical high schools and technical colleges into the army as active
officers. first they attend a reserve officers school, after which
they Are appointed active officers,
3. The best officers and noncommissioned officers who are members of the
Communist Party are being transferred step by step to south Serbia.
Greek Communist officers, who fled to Yugoslavia after the Civil War,
are taken into the, Yugoslav Army in their old ranks. Allegedly they ar
being used for various special duties near the Greek frontier.
4. In granj, Slovenia, there is a school for partisans maintained by the
Yugoslav Army, At present there are about 600 former Spanish Communist
terrorists in this school who receive special training, the aim of which
is unknown.
