There was to be an important military conference of Soviet and satellite
general staffs at Lillafttred., near Miskolc between 4 and 8 April 1952. The
published reason for the arrival of foreign visitors to this town would be
the celebration of the Hungarian National holiday, but the major points to
be discussed at the conference were tober

Transfer of satellite forces to the Far East fronts.
b. The co-ordination of the.: War industries to improve defense.
In preparation for the conference the main hotel at LillafUred was stated
to be cleared to receive the guests by 25 March 1952. Two Soviet regiments
were based in the immediate neighborhood at the same time.
The following delegates were to attend the adteeting
Major-General Jacob Tecla and General Fail Bodnaras, Rumania.
b. Major-General Ivan Mihalov and a staff of six officers, representing
Bulgaria..

Major General Gabor Peter and General L:sz16 Moravetz - Hungary.
h. Marshal Voroshilov and Major General Vasili Romanovich Boiko - the
latter who is stationed in Hungary, representing the USSR.
The subject of the agenda. concerning the transfer of satellite troops to the
Far East, was apparently based on a report made by Major General Bata.,
Chief of the Hungarian. General Staff., to Marshal Voroshilov. In this report
General Bata reviewed the general manoeuvres in the fall of 1951 at which
other satellite forces were represented. He pointed out that satellite troops
would be unreliable in action against western troops and would be better
employed if detached from their home lands and incorporated into foreign
cadres.
In regard to the gearing up of the war industry Voroshilov's assistant has
banded to General Bata a list of requirements on which a general report
was required. The items covered were:
a. Details of the undesirable elements of the population.
b. War production at the Hoffherr and Schrantz factories., particularly in
regard to spares for medium AFVs.
c. Repair facilities at tank and aircraft production centers.
and. e. Roads and Bridges.
f. Report on. the Hungarian Optical Works (MOM).
A report on the Fgyesiilt Izzo factory (radar, radio valves, etc.).
h. A report on the Standard factory (AFV radio, sighting equipment and
artillery instruments).
i Food producing factories.
j A report on man power, forced labor camps and prisons.
k. The employment of women in the Hungarian armed forces.
6o General Boiko in a talk with General Bata and General Farkas (Minister of
War) stated that the problem of the defense system to be used in Hungarian
factories in war time would be gone into in detail at the above conference.
He also warned his colleagues to be prepared for questions from Voroshilov
concerning the partisans and the pioneer movement.
Voroshilov would remain in Hungary after the conclusion of the conference
to settle all points brought up for discussion. Thereafter he would-under-
take a tour of inspection in the other statellite countries.
Comment. This office requested but to this date did not receive
addf.i..ionai information whether the meeting referred to in
this report at Li.llctiredf has actually taken place.
